Resumo: The purpose of this article is to establish a discussion based on the existent literature about the importance of small and medium-sized enterprises (SMEs) at macroeconomic level, about questions related to the economy of scale, the level of employment, and the main financial and managerial problems which affect small businesses in general, concluding with the need to develop a new and consistent microeconomic theory which helps create and apply official policies fostering economic progress.
