The present study aims at analyzing the experience of inserting microand small enterprises (MSE) in the cap-manufacturing productive arrangementsin Apucarana/PR. Based on literature focusing Local Productive Arrangements(LPA), this study highlights all factors that contributed for the consolidation ofthe local competitiveness, which go beyond geographical proximity or closeness.Thus, the study is based on the analyses of the configuration of the cap-productivearrangement, emphasizing aspects that direct the development of technologicalcapacities and the competitive environment in which the arrangement is inserted. Itwas observed that the arrangement has been firstly developed in private business,with a non-relevant participation of public actors. Associativism was a remarkablecharacteristic in the arrangement, once it was related to the search for the solutionof common problems, and it has been responsible for the improvement in the qualitypatterns and for the creation of own labels and/or trademarks.
