Health Promotion and its early foundations: historical and phenomenological issues

Resumo: This research aimed to perform a historical and epistemic analysis of the concept of Health Promotion and its respective understanding of the Subject. The object of this study was the Ottawa Charter of 1986, and its historical-political influences of the 20th Century. As a research method, a hermeneutic analysis was carried out, supported by the methodological strategy of Gadamer, with the aid of a bibliographic revision of historians of the same century, using the second one as an analytic sieve of the document. As a result, it was possible to identify that Public Health changed its Subject into an individuality, fixed in the word by determinants. On the other hand, it is not possible to state without a doubt who is the real Subject of Public Health, but it is believed that by transforming its social context, starting from an ideality placed before the person itself, a perfection will be reached. What it is possible to affirm about this subject it is that he is treated as the Subject of technique, one static individuality into the world, a mere product of applications.

Se tomó como objeto de estudio la Carta de Ottawa de 1986, y sus influencias histórico-políticas del siglo XX. Como método de investigación, se realizó un análisis hermenéutico, con apoyo la estrate-gia metodológica de Gadamer con la ayuda de una revisión bibiliográfica de historiadores del mismo siglo, utilizando estos segundos datos como tamiz analítico al documento. Como resul-tado, fue posible identificar que la Salud Pública transformó a su sujeto en una individualidad, fijada en el mundo por determinantes. A su vez, no se puede afirmar sin lugar a dudas quién es el sujeto de la salud pública, pero se cree que, transformando su contexto social, desde una idealidad antepuesta a la propia persona, alcanzará una perfección. Lo que se puede decir de este sujeto es que es tratado como el sujeto de la técnica, ese individuo estático en el mundo, un mero producto de las aplicaciones.A presente investigação teve como objetivo realizar uma análise histórica e epistê-mica do conceito de Promoção da Saúde e sua respectiva compreensão de Sujeito. Tomou-se como objeto de estudo a Carta de Ottawa, de 1986, e suas influências históricas-políticas do século XX. Como Método de investigação, realizou-se uma análise hermenêutica, tomando como suporte a estratégia metodológica de Gadamer com o auxílio de uma revisão bibiliográ-fica de historiadores do mesmo século, usufruindo destes segundos dados como um crivo ana-lítico ao documento. Como resultado, foi possível identificar que a Saúde Pública transformou o seu Sujeito em uma individualidade, fixado no mundo por determinantes. Por sua vez, não se pode afirmar indubitavelmente quem é o tal Sujeito da saúde pública, mas crê-se fielmente que transformando seu contexto social, a partir de uma idealidade posta anterior à própria pessoa, chegar-se-á em uma perfeição.
