GESTÃO DE UNIDADE DE CONSERVAÇÃO NO PAMPA: CONTRIBUIÇÃO A PARTIR DA RESERVA BIOLÓGICA DO IBIRAPUITÃ – ALEGRETE – RS

This paper presents a characterization of the weaknesses and potentials of the Ibirapuitã Biological Reserve (REBIO), located in the municipality of Alegrete, southwest of Rio Grande do Sul. As a conservation unit with 351.42 ha inserted in the Pampa, the study area constitutes an important example for the debate on the planning and management of protected areas of the category of full protection in the biome. The procedures involved the analysis of documents, the integration of geospatial databases, and the field survey. The approach included both the assessment of key landscape elements and territorial governance of the protected area. The results indicate threats, such as high susceptibility to burning, conflict of use in about 12% of the area and absence of a Management Plan, indicating fragility of territorial governance. The proximity to another conservation unit, located upstream in the same watershed, is a factor that can enhance conservation through connectivity. For this potential to become effective it is necessary to develop joint strategies between the management bodies of the two protected areas. Another positive factor is the existence of an educational institution near the area. A partnership between the educational institution and the conservation unit could be beneficial for the development of scientific research. The results indicate the urgency of developing strategies for the improvement of territorial management, starting with the approximation between the management bodies of conservation unit at the federal and state levels, as well as educational institutions, taking advantage of the mobilization generated for the creation of the Management Council, recently established.Key words: Protected Areas; Conservation Units; Pampa; Management; REBIO Ibirapuitã.
