Resumo: This study analyzes the environmental licensing process of an enterprise reactivation in Pontal do Paraná / PR that operated for some years in the 1980s and remained inactive till then. In 2003, in order to perform new contracts, the company responsible for building offshore platforms, had to reactivate its construction site, being necessary to undertake the environmental licensing process, a procedure that regulates the installation and operation of any enterprise or activity potentially polluter of the environment, which did not exist when the construction site was settled. By analyzing the documentation provided by the environmental agency responsible for the process, it was possible to draw a timeline of the permits issued and to list which documents, studies and programs were required for that. It has been understood that the processes occurred in a fragmented and simplified way, causing them to be treated singly.

Em 2003, a empresa Techint S/A responsável pela construção de plataformas continentais necessitou reativar seu canteiro de obras para o recebimento de novos contratos. O canteiro havia operado por alguns anos durante a década de 1980, quando foi implantado e permanecia inativo. Para reativá-lo foi necessário passar pelo processo de Licenciamento Ambiental, procedimento que regula a instalação e operação de atividades potencialmente poluidoras ou degradadoras do meio ambiente, que ainda não existia quando o canteiro de obras foi instalado. Através da análise da documentação processual junto ao órgão licenciador, pôde-se traçar uma linha do tempo das emissões das licenças e elencar quais documentos, estudos e programas foram requeridos para a emissão delas.
