Defesa: Curitiba, 21/12/2006Bibliografia: fls. 178-186Resumo: Nos últimos 20 anos assistiu-se ao estabelecimento de inúmeros aparatos legais e institucionais para a conservação dos recursos naturais, em especial, nesta pesquisa, para as regiões de Mata Atlântica, com o Decreto 750/93, que restringiu de maneira significativa as possibilidades de intervenção na floresta, bem como pela reformulação da lei 4.771/65 em 1986, que aumentou as áreas de APP'S. Com a criação da APA Dona Francisca, os agricultores familiares de Joinville foram lançados à arena pública em torno da conservação dos recursos naturais, significando um novo patamar de colonização do seu mundo da vida. Se, por um lado, tal medida trouxe alguns benefícios para o processo de conservação, por outro, devido a grande debilidade institucional dos órgãos estaduais e municipais de meio ambiente, tem gerado diversas dificuldades a sua reprodução social, já que são tornados em principais agentes responsáveis pela conservação dos recursos, restringindo-se suas práticas produtivas, sem uma necessária contrapartida em termos de políticas públicas para o desenvolvimento local. Esta pesquisa teve como objetivo analisar as diferentes reações e contrapartidas dos agricultores familiares a partir da institucionalização da proteção ao meio ambiente por meio da criação da Área de Proteção Ambiental Dona Francisca no município de Joinville (SC), identificando os diferentes atores e demandas aos quais se conectam e quais conflitos são gerados.Abstract: In the last 20 years we have watched the establishment of countless legal and institutional devices for the conservation of natural resources, mainly, for this research, in the regions of rainforest, with the Decree 750/93, which significantly restrained the possibilities of intervention in the forest, as well as by the reformulation of the law 4.771/65 in 1986, which enlarged the dimensions of the Areas of Permanent Preservation. With the creation of the Area of Environmental Protection of Dona Francisca, the family farmers from Joinville were launched to the public arena around the conservation of natural resources, meaning a new degree of colonization of their world of life. If, by the one hand, such measure brought some benefits for the process of conservation, by the other, due to the great institutional weakness of the environmental town and state agencies, it has generated several difficulties to its social reproduction, considering the family farmers have become the main responsible agents for the conservation of the resources, restraining their productive practices, without the necessary counterpart in terms of public policies for local development.
