Defesa : Curitiba, 04/05/2018Inclui referências: p.224-249Resumo: O soerguimento da indústria naval no início do século XXI no Brasil, ocorreu mediante Programas de Governo, operacionalizados através de políticas para o setor nos Governos de Luis Inácio Lula da Silva e no primeiro mandato de Dilma Rousseff. Pautada pela descentralização proposta pelo Governo, o Polo Naval e Offshore em Rio Grande/RS foi inaugurado em 2010. Historicamente, o município é marcado por ciclos industriais atrelados ao papel do Estado, com a retomada do protagonismo do mesmo e a conformação de uma estratégia "neodesenvolvimentista", Rio Grande teve seus indicadores econômicos e sociais alavancados, em parte, pela indústria naval. Este é o contexto da presente tese, que analisa a articulação entre desenvolvimento e trabalho, ou seja, os ciclos industriais do município concatenados com o papel assumido pelo Estado, bem como a configuração do trabalho no Polo Naval e Offshore de Rio Grande/RS. Essa indústria foi reativada sob o paradigma da acumulação flexível, no qual, as características intrínsecas da atividade, como a produção sob encomenda (plataformas), somaram-se as modalidades flexíveis de produção, resultando em significativa flexibilidade do trabalho. Analisamos a configuração do trabalho, demonstrando as diversas facetas assumidas pela flexibilidade nos dois períodos: 1) de 2010 a 2014, quando da inauguração do Polo até ao ápice; e 2) de 2015 a 2016, período da crise e ocaso do mesmo. A metodologia envolveu consulta a bibliografia pertinente, tendo em vista a análise processual da cidade e do seu desenvolvimento correlacionado ao do país. Assim como, pesquisa em revistas e jornais, dados de órgãos oficiais, visita guiada a um Estaleiro, participação em palestras da empresa e numa audiência pública, entrevistas com dirigentes sindicais, e com trabalhadores responsáveis pela construção dos navios-plataforma. Identificamos que a condição de produção flexível coexiste com as formas taylorista-fordista, a qual sofreu alterações no período de crise e passou a revelar elementos característicos da antiga indústria naval brasileira. Observamos que a flexibilidade, possibilitada pela forma de recrutamento, está presente na trajetória profissional. Da instalação até ao ápice do Polo preponderou a contratação de trabalhadores da "carreira de trecho", mas durante a crise houve a redução dos mesmos, quando a demanda se voltou para os trabalhadores locais e da região. A flexibilidade também se verifica na remuneração flexível, que no período de crise foi extinta. Além disso, há a flexibilidade de função com a criação de um cargo fictício na hierarquia formal - uma estratégia para o trabalhador subir de nível, mas também é uma forma para ampliar a auto exploração. O sindicato da categoria que havia se reorganizado, com a crise veio a perder seu poder de barganha tanto pela diminuição dos postos de trabalho, quanto pelo avanço da Operação "Lava Jato" que impactou a indústria naval como um todo. Nesse sentido, destacamos que a mudança de estratégia do Governo pós-impeachment de Dilma Rousseff, além de acarretar o ocaso da indústria naval em Rio Grande, também impactou a forma de resistir institucionalmente à precariedade do e no trabalho e se constituiu como mais um ciclo industrial para o município. Palavras-chave: indústria naval; condições de trabalho; flexibilidade; Rio Grande, neodesenvolvimentismo.Abstract: The uplift of the naval industry at the beginning of the 21st century in Brazil, occurred through government programs, operationalized through policies for the sector in the governments of Luis Inácio Lula da Silva and in the first term of Dilma Rousseff. Based on the decentralization proposed by the Government, the Naval Polo Offshore in Rio Grande/RS was inaugurated in 2010. Historically, the municipality is marked by industrial cycles linked to the role of the State, with the resumption of its role and the conformation of a strategy "Neodesenvolvimentista", Rio Grande had its economic and social indicators leveraged, in part, by the naval industry. This is the context of this thesis, which analyzes an articulation between development and work, i.e. the industrial cycles of the municipality concatenated with the role assumed by the State, as well as the configuration of work in the Naval Polo and Offshore Rio Grande/RS. This industry was reactivated under the flexible accumulation paradigm, in which the intrinsic characteristics of the activity, such as the custom production (platforms), were added to the flexible production modalities, resulting in significant work flexibility. Analyze the job setup by demonstrating the various facets assumed by the flexibility in the two periods: 1) from 2010 to 2014, when from the opening of the Polo to the apex; and 2) from 2015 to 2016, period of the crisis and sunset of it. The methodology involved consultation with the relevant bibliography, with a view to a process analysis of the city and its development correlated to that of the country. As well, search in magazines and newspapers, official organ data, guided tour a shipyard, participation in lectures of the company and in a public hearing, interviews with union leaders, and with workers responsible for the construction of the platform ships. We identify that the condition of flexible production coexists with the taylorist-fordist forms, which underwent changes in the crisis period and began to reveal characteristic elements of the former Brazilian naval industry. We note that the flexibility, made possible by the form of recruitment, is present in the professional trajectory. Of the installation to the apex of the Polo prepondered the hiring of workers of the "career of stretch", but during the crisis there was the reduction the same when demand turned to the workers local and region. Flexibility also occurs in the flexible remuneration, which in the period of crisis has been extinguished. In addition, there is the flexibility of function with the creation of a fictitious position in the formal hierarchy - a strategy for the worker to level up, but it is also a way to enlarge a self-exploration. The Union of the category that had reorganized itself, with the crisis came to lose its bargaining power both for the reduction of jobs, as well as for the advancement of the operation "Lava Jato" that impacted a Naval industry as a whole. In this sense, we emphasize that the change of the government's strategy after Impeachment of Dilma Rousseff, besides bringing about the sunset of the naval industry in Rio Grande, also impacted the form to resist institutionally the precariousness of and at work and constituted as another industrial cycle for the municipality.
