Defesa : Curitiba, 01/03/2024Inclui referênciasÁrea de concentração: Ciência PolíticaResumo: O objetivo dessa dissertação é o de analisar a saída do Reino Unido da União Europeia, no processo conhecido como Brexit, através de um olhar acurado acerca dos elementos populistas da conjuntura do referendo de saída, para poder responder de que maneira os fatores envolvendo o populismo operaram para o resultado favorável à desintegração por parte dos britânicos. Foi realizada primeiramente uma análise do histórico entre Reino Unido e bloco europeu, desde os primórdios da integração, nos anos 1950, até a confirmação do início do rompimento, em 2016, para uma melhor compreensão do caráter sempre peculiar da relação entre britânicos e Europa integrada. Para essa análise foi utilizada a ferramenta metodológica process tracing, que permitiu identificar os mecanismos causais do processo de saída, possibilitando encontrar as causas suficientes e necessárias para o rompimento, além de auxiliar na análise da trajetória como um todo. Isto posto, a dissertação também se propôs a analisar a conjuntura do referendo em si, analisando os elementos de ordem populista do período, compreendido entre o início da campanha, em fevereiro de 2016, e a saída definitiva, em janeiro de 2020. Optou-se por analisar o populismo sob o olhar dos atores fundamentais do período: o Partido Conservador e o UKIP, o Partido da Independência do Reino Unido. Ambos foram analisados através de suas figuras-chave: o Partido Conservador e os primeiros-ministros do período (David Cameron, Theresa May e Boris Johnson) e o UKIP e seu líder no período, Nigel Farage. Todos esses atores, com exceção de David Cameron, se notabilizaram por uma defesa ferrenha da saída, e em todos, podemos encontrar elementos populistas, traduzidos em suas ações e atitudes. O objetivo do trabalho foi o de esquadrinhar suas ações e falas, procurando encontrar e demonstrar o papel do populismo dentro do contexto referido, e de como o mesmo locupletou os elementos favoráveis à saída. Os resultados mostraram que o pensamento eurocético e anti-União Europeia foi consequência de um ideal de soberania fomentado pela relação amiúde conturbada entre Reino Unido e União Europeia, e mostraram que o resultado favorável à saída foi açodado pelos elementos da conjuntura política da época da realização do referendo, de razão populista, cujo foco se concentrou no euroceticismo e na anti-imigração.Abstract: The objective of this dissertation is to analyze the exit of the United Kingdom from the European Union, in the process known as Brexit, through an accurate look at the populist elements of the exit referendum conjuncture, in order to be able to answer how the factors involving populism operated for the favorable result of disintegration by the British. First, an analysis of the history between the United Kingdom and the European bloc was carried out, from the beginnings of integration, in the 1950s, until the confirmation of the beginning of the breakup, in 2016, for a better understanding of the always peculiar character of the relationship between the British and integrated Europe. For this analysis, the methodological tool process tracing was used, which allowed the identification of the causal mechanisms of the exit process, making it possible to find the sufficient and necessary causes for the rupture, in addition to assisting in the analysis of the trajectory as a whole. That said, the dissertation also proposed to analyze the conjuncture of the referendum itself, analyzing the populist elements of the period, between the beginning of the campaign, in February 2016, and the definitive exit, in January 2020. We chose to analyze populism from the perspective of the fundamental actors of the period: the Conservative Party and UKIP, the United Kingdom Independence Party. Both were analysed through their key figures: the Conservative Party and the prime ministers of the period (David Cameron, Theresa May and Boris Johnson) and UKIP and its leader at the time, Nigel Farage. All these actors, with the exception of David Cameron, were notable for a staunch defense of the exit, and in all of them, we can find populist elements, translated into their actions and attitudes. The objective of the work was to scrutinize their actions and speeches, seeking to find and demonstrate the role of populism within the referred context, and how it occupied the elements favorable to the exit.
