Defesa: Curitiba, 14/06/2013Bibliografia: f. 104-109Resumo: A presente pesquisa é fruto da busca de compreensão de um fenômeno relativamente recente: a utilização de megaeventos esportivos, mais especificamente a Copa do Mundo FIFA, enquanto estratégia de desenvolvimento urbano. Para tanto, utilizou-se uma dupla perspectiva analítica; (i) a da contextualização de sua importância enquanto estratégia de desenvolvimento urbano; e (ii) a da discussão sobre os processos de preparação da Copa de Mundo FIFA 2014, nas 12 sedes escolhidas e suas respectivas regiões metropolitanas, com ênfase em Curitiba. Sob tal perspectiva a pesquisa foi estruturada em três (3) partes. Na primeira, são apresentadas as bases teóricas capazes de possibilitar a compreensão das relações entre os megaeventos e o urbano no capitalismo contemporâneo, discutindo ideias como a cidade enquanto máquina de crescimento, o novo empreendedorismo urbano e o conceito de megaevento. Na segunda parte são analisados os impactos da Copa do Mundo FIFA 2010, na África do Sul, que serviu como um parâmetro comparativo, metodologicamente, mostrando uma série de elementos comuns à Copa do Mundo FIFA 2014, no Brasil, entre eles, a forma como a construção do evento tem sido conduzida. Na terceira parte busca-se discutir os efeitos da Copa do Mundo FIFA 2014, nas cidades-sedes brasileiras e suas respectivas regiões metropolitanas, com ênfase na análise de Curitiba. Na escala inter-metropolitana, a análise deixa claro que a lógica concentradora de investimentos nas regiões mais abastadas do país tende a limitar o alcance de possíveis efeitos positivos advindos do evento, de forma muito similar ao que autores constataram no caso Sul-africano. No que concerne ao metropolitano, a inexistência de projetos e investimentos, por si só evidenciam impactos pouco significativos, fazendo com que a população metropolitana passe ao longe dos aclamados legados do evento, ao contrário disso, concentrando possíveis benefícios diretos de sua realização em áreas mais abastadas das cidades-sedes. Concernente à análise específica de Curitiba, o detalhamento dos projetos, e a relação das obras com as diretrizes prioritárias para a ampliação da mobilidade/acessibilidade definidos pelo planejamento local, não mostraram, como os projetos da Copa do Mundo FIFA 2014 possam trazer contribuições ao planejamento da RMC. De forma geral, tais projetos restringem-se, a renovação (reforma/ampliação) de vias já existentes em locais dotados de acessibilidade privilegiada dentro da metrópole.Abstract: This research is the result of the search for understanding of a relatively recent phenomenon: the use of mega sporting events, specifically the FIFA World Cup, while urban development strategy. For this, we used a dual analytical perspective; (i) the context of their importance as urban development strategy, and (ii) the discussion on the preparation processes of FIFA World Cup 2014 in 12 venues chosen and their respective metropolitan regions, with emphasis in Curitiba, considering the possible repercussions of the event and its legacy. From this perspective the research was structured in three (3) parts. At first, we present the theoretical bases capable of providing an understanding of the relationships between mega events and urban in contemporary capitalism, discussing ideas as the city as growth machine, the new urban entrepreneurialism, the concept of metropolis and metropolitan. In the second part we analyze the impacts of the FIFA World Cup 2010 in South Africa, which served as a comparator, methodologically, showing a number of elements common to the FIFA World Cup 2014 in Brazil, among which stands out how the construction of the event has been conducted: the boastful speech and transformer beyond its management model, structured through public spending and private management. In the third part seeks to discuss the effects of the 2014 FIFA World Cup, the Brazilian host cities and their metropolitan areas, with emphasis on the analysis of Curitiba and its metropolitan area. In the inter-metropolitan scale, the analysis makes clear that the logic of concentrating investments in more affluent regions of the country tends to limit the range of possible positive effects arising from the event, very similar to what the authors found in South African case. Regarding the metropolitan, the lack of projects and investments alone show no significant impacts, causing its population to pass away the legacy of the acclaimed event, unlike that concentrating possible direct benefits in performance in more affluent areas of host cities. Concerning the specific analysis of Curitiba, the detailed design, and the relationship of the works with the priority guidelines for the expansion of mobility / accessibility defined by local planning, not shown, as the designs of the 2014 FIFA World Cup can bring contributions to this perspective. Generally, such projects are limited to the renewal (renovation / expansion) of existing lines, in most cases in good storage conditions and also in places endowed with privileged accessibility within the metropolis.109 f. : il.
