Defesa: Curitiba, 01/10/2008Inclui bibliografiaÁrea de concentração: MecanicaResumo: O ruído ambiental nas indústrias, na sua essência, é causado por máquinas, equipamentos e processos fabris, além disto, a concentração excessiva de equipamentos ruidosos em um mesmo local e ou com organização deficiente nos espaços da fábrica podem contribuir ainda mais para a poluição sonora industrial. Medidas preventivas devem ser adotadas no ambiente fabril, pois os danos potenciais à saúde humana podem ser atenuados ou eliminados evitando-se que o ruído seja emitido ou que atinja os trabalhadores de forma insalubre, isto é, acima dos limites de tolerância especificados pelas Normas e Legislação vigentes. Para isto, deve-se atuar sobre a fonte de ruído, tornando-a mais silenciosa nos locais de trabalho, isolando as mais ruidosas das restantes, adequando espaços e o próprio trabalhador, protegendo o seu aparelho auditivo com o uso de equipamentos de proteção individual adequados. O respeito à legislação vigente e a aplicação correta das Normas que estabelecem critérios e parâmetros para avaliação do ruído laboral são fatores fundamentais para eliminar ou atenuar os riscos à saúde humana e também evitar os custos acarretados pelo não controle do ruído industrial. O objetivo principal deste trabalho foi verificar de que maneira a inobservância e aplicação incorreta das Normas e Legislação podem acarretar em custos para o Estado e Sociedade em geral. Para alcançá-lo, esta pesquisa teve como essência avaliar os procedimentos e critérios utilizados pelas empresas no controle do ruído ambiental em diferentes segmentos da indústria e compará-los com o disposto nas Normas e Legislação vigentes. Para atingir os objetivos propostos foram estudados quatro casos em Indústrias de grande, médio e pequeno porte da Cidade Industrial de Curitiba. O enfoque estabelecido foi em nível da Engenharia de Segurança do Trabalho, isto é, no respeito à técnica e aos limites de tolerância para a exposição ao ruído laboral estabelecidos em Lei. Os resultados mostraram que as empresas não atendem adequadamente ao estabelecido nas Normas e Leis vigentes, o que resulta em custos para o Estado e Sociedade em geral, em função de demandas oriundas dos trabalhadores, para obtenção de benefícios previdenciários pela exposição ao ruído laboral de diferentes origens e natureza.Abstract: The environmental noise in the industries, in its essence, is caused by machines, equipments and manufacturing processes. In addition that, the extreme noisy equipment concentration in the same place and or with deficient plant layout may contribute even further to the industrial noise problem. Preventive measures must be adopted in the manufacturing environment so that the potential damages can be attenuated or eliminated preventing the noise from being emitted or reaching the workers in an unhealthy way, that means it is above the limits of tolerance specified by the current laws and regulations. To prevent these damages, action must be taken on the noise source, getting quieter workstations, isolating the noisiest of the remaining, adjusting the workspaces and the worker himself and protecting the human hearing system with the proper equipment for individual protection. The respect to the current law and the correct application of the regulations that establish criteria and parameters for evaluation of the exposure to noise at work are basic factors to eliminate or to attenuate the risks to the human health and also to prevent the costs caused for not controlling the industrial noise. The main objective of this work was to verify how the non-observance and incorrect application of the regulations and legislations may incur into additional costs to the state and the society in general. To accomplish this, the objective of this research was to evaluate the procedures and criteria used by the companies to control the environmental noise in different segments of industry and to compare with the regulations and legislation. To reach the preset objectives, four cases were considered and studied in large, medium and small size industries located in the industrial district in Curitiba. The established approach was set as defined by the Occupational Safety Engineering, by focusing on the technique and the limits of tolerance for established exposition to the labor noise according to the law.
