Caracteriza-se a origem e evolução dos sistemas, seus principais objetivos e sua importância. Descreve-se as características desejáveis de um sistema de inventário florestal nacional propostas por CUNIA (1978, 1985). Analisa-se a experiência internacional em inventários florestais nacionais, descrevendo-se os seguintes sistemas, tomados como representativos e destacando-se os seus aspectos mais importantes: Europa - Suécia, Finlândia, Suíça, Holanda e Espanha; América do Norte - Estados Unidos e Canadá; América Latina - México e Brasil. Realiza-se uma análise crítica do primeiro inventário florestal nacional do Brasil, levantando-se os problemas enfrentados e as razões porquê não teve continuidade. Propõe-se um sistema de inventário florestal nacional para o Brasil, com base na experiência internacional analisada e na busca soluções para os problemas detectados durante a realização do primeiro inventário florestal nacional. O sistema proposto analisa e sugere três estruturas principais: a institucional, a metodológica e a operacional. Sugere-se que a estrutura institucional seja organizada em três níveis operativos: uma coordenação política nacional, uma coordenação técnica nacional e coordenações técnicas regionais, caracterizando uma concepção integrativa de opiniões e uma estrutura descentralizada de execução. Na estrutura metodológica sugere-se a periodicidade de 5 anos para o inventário, a organização administrativa do inventário seguindo as Regiões Geográficas do país; a realização de um vôo para obtenção de fotografias aéreas atualizadas; o uso do mapa do Projeto RADAMBRASIL, como mapa base; e o uso de imagens de satélite combinadas com fotografias aéreas e amostragem de campo, na Amazônia. O sistema de amostragem sugerido inclui a amostragem com repetição parcial, como processo de inventário contínuo, e a amostragem sistemática, como processo básico de amostragem. Sugere-se a aplicação de conglomerados temporários e permanentes específicos para florestas nativas tropicais, subtropicais e para florestas plantadas, bem como a forma de distribuição sobre a população e um sistema de rodízio para a instalação dos conglomerados temporários a cada nova ocasião. Propõe¬se a estrutura operacional do sistema, implantando-o em 10 anos, remedindo-se a cada 5 anos, através de equipes permanentes, e tornando-o um processo contínuo, realizando-se 20% da estrutura amostral a cada ano. Do exposto no trabalho, conclui¬se que o inventário florestal nacional é um instrumento auxiliar indispensável, para o planejamento e administração corretos dos recursos florestais, para responder às exigências de Certificação de Origem de produtos florestais, fornecer a base de informações necessária para a inserção do país no programa de qualidade total do meio ambiente a ser definido pela ISO 14.000, e para que os recursos florestais brasileiros possam oferecer uma contribuição sócio-econômica compatível com sua potencialidadeAbstract: The purpose of this work is to bring back a discussion on the organization of the Brazilian National Forest Inventory and also propose the methodology and the necessary basic structure for its final establishment in the country. It shows in detail the desired characteristics of a national forest inventory proposed by CUNIA (1978, 1985). It analyses, also, the international experience on national forest inventories, as well as their more important aspects and considering the more representative systems already developed around the world. In Europe, it was considered the experiences from Sweden, Finland, Swiss, Netherlands and Spain; in North America, the experiences from the United States and Canada; and in Latin America, the experiences from Mexico and Brazil. It presents a critical analyses of the first Brazilian National Forest Inventory, pointing out the more critical difficulties detected during its performance and the reasons why it was interrupted. It proposes a national forest inventory system for Brazil, based on the evaluated international experience and on the detected problems occurred on the first conducted inventory. The proposed NFI system analyses and suggests three main structures: the institutional, methodological and operational ones. It suggests that the institutional structure should be organized on three operational levels: a national administrative coordination, a national technical: ¬coordination and regional technical coordination's in order to bring national, integration of regional contributions and achieve a decentralized structure. About the methodological structure it suggests a periodicity of every 5 years for the NFI, stratified by the Brazilian Geographics Regions, with an update set of photographs and use of RADAMBRASIL Project facilities to get the basic map and combined information from satellite imageries, aerial photographs and ground sampling in Amazonian Region. The recommended sampling system includes the sampling with partial replacement, as basic structure for a continuos inventory and the systematic sampling as the main frame of the inventory. It includes also the temporary and permanent clusters for the native tropical forests, for native subtropical forests and also for the manmade forests, as well as an round position sampling structure to cover a better distribution of the sampling frame on the population at each occasion. It proposes also a 10 - year period to get the whole structure in operation with remeasurements at every 5 years with permanent teams, in order to establish a continuos and permanent work, with a 20% of the sampling frame measured every year.
