Defesa : Curitiba, 20/12/2021Inclui referênciasResumo: O turismo de base comunitária (TBC) em Terras Indígenas (TIs) é uma alternativa de etnodesenvolvimento. As vivências nas aldeias partem do natural, atraindo visitantes que sentem o chamado profundo em conhecer a riqueza cultural, o patrimônio natural e todo o universo preservado nos territórios originários em uma proposta que visa uma experiência de trocas de saberes entre as populações locais e o visitante. Desde a Instrução Normativa 3/2015 da FUNAI, são estabelecidas normas para a visitação turística de base comunitária e sustentável em terras indígenas. Fica estabelecido que sejam feitos Planos de Visitação (PVs) como documento regulatório e de planejamento das atividades. Sendo assim, o problema desta pesquisa está em saber se "os Planos de Visitação em Terras Indígenas contemplam os princípios do Turismo de Base Comunitária? Nesse sentido, objetivo geral buscou analisar os Planos de Visitação de Turismo de Base Comunitária em Terras indígenas, à luz do etnodesenvolvimento e do Bem Viver. O estudo apresenta uma revisão bibliográfica, documental e descritiva para o referencial teórico. Por meio da análise de conteúdo através do desenvolvimento da pesquisa de abordagem qualitativa, exploratória e documental, foram analisados quatro PVs aprovados pela FUNAI, na intenção de compreender como esses planos são elaborados e de que forma contemplam os princípios de TBC, valorizam o Bem Viver e promovem o etnodesenvolvimento das comunidades envolvidas. Além disso, para finalizar as análises, foram feitas nove entrevistas com lideranças de diferentes realidades e regiões geográficas, na intenção de compreender o que é o Bem Viver para esses povos em seus territórios. Antes de ser pensado pelo viés econômico, o TBC em TI se trata de uma proposta voltada para o protagonismo da comunidade, contribuindo para o empoderamento, visibilidade, geração de benefícios, melhora na qualidade de vida, conservação ambiental, além de servir de instrumento de educação para valorização e reconhecimento da presença, luta, resistência, cultura e o Bem Viver dos povos indígenas.Abstract: Community-based tourism (TBC) in Indigenous Lands (TIs) is an alternative for ethnodevelopment. The experiences in the villages start from the natural, attracting visitors who feel the deep call to know the cultural wealth, the natural heritage and the entire universe preserved in the original territories in a proposal that aims at an experience of exchange of knowledge between the local populations and the visitor. Since FUNAI's Normative Instruction 3/2015, rules have been established for community-based and sustainable tourist visitation in indigenous lands. It is established that Visitation Plans (PVs) be made as a regulatory and activity planning document. Therefore, the problem of this research is to know if "the Visitation Plans in Indigenous Lands contemplate the principles of Community-Based Tourism? In this sense, the general objective sought to analyze the Visitation Plans for Community-Based Tourism in Indigenous Lands, in the light of ethnodevelopment and Good Living. The study presents a bibliographic, documentary and descriptive review for the theoretical framework. Through content analysis through the development of research with a qualitative, exploratory and documentary approach, four PVs approved by FUNAI were analyzed, with the intention of understanding how these plans are prepared and how they contemplate TBC principles, value Good Living and promote the ethnodevelopment of the communities involved. In addition, to finalize the analyses, nine interviews were carried out with leaders from different realities and geographic regions, in order to understand what Good Living is for these peoples in their territories.
