Defesa : Curitiba, 29/05/2020Inclui referências: p. 99-103Resumo: Neste trabalho, analisamos o grupo profissional dos empresários na Câmara dos Deputados nas 55ª e 56ª legislaturas, desse modo, o impacto da sua presença na democracia e representação política, à vista da teoria da representação descritiva. Assim, partindo do problema teórico da representação política, do problema empírico da composição do grupo profissional dos empresários na câmara dos deputados na 55ª e 56ª legislaturas e do objetivo geral de levantar, mapear e analisar a presença dessa categoria, abrem-se três objetivos específicos: (i) estabelecer categoriais de análise específicas dos diferentes grupos empresariais, indo além do conceito homogêneo de empresário; (ii) comparar os diferentes dados e resultados entre as duas legislaturas e, finalmente, (iii) discutir e analisar os resultados empíricos a partir da literatura sobre a democracia vista pela perspectiva da representação descritiva e composição legislativa nos termos normativos da representação democrática. A metodologia seguiu a busca da declaração de bens no TSE e, junto a isso, confeccionou-se o banco de dados, que vai além da autodeclaração, por meio da busca do vínculo entre o Cadastro Nacional de Pessoa Jurídica e o deputado federal, e mais o advento de outras fontes diversas, como as jornalísticas. Os resultados sobre a presença de grupos na Câmara foram de que a atividade preponderante das duas legislaturas foi o comércio, e a ideologia predominante foi a de direita. O capital social prevalecente foi o patrimônio baixo, com exceção da região Nordeste, o qual possui o mais alto patrimônio empresarial. Ocorreu uma diminuição de empresários e empresas de uma legislatura a outra, nas quais foram encontradas, na 55ª legislatura, o total de 221 (43%) empresários e 474 empresas, já na 56ª legislatura, 214 empresários (41,7%) e 432 empresas. Consta salientar que o porte empresarial mais representado é o da grande empresa. A análise dos resultados indicou que os empresários são super-representados, pois a maioria de suas atividades são sobrerrepresentadas na Câmara em face a outros grupos profissionais, inclusive os trabalhadores de serviços e os domésticos, já que estes não tiveram presença efetiva no universo dos eleitos na Câmara dos deputados. A discussão, portanto, mostra-se relevante, já que, quanto maior a presença e representação de um grupo profissional na Câmara dos Deputados, maior impacto existe no tipo de representação política brasileira diante da exclusão de outros grupos ocupacionais. Perfil.Abstract: In this work, we analyze the professional group of businessman in the Chamber of Deputies in the 55th and 56th legislatures, thus, the impact of their presence on democracy and political representation, in view of the theory of descriptive representation. Thus, starting from the theoretical problem of political representation, from the empirical problem of the composition of the professional group of entrepreneurs in the chamber of deputies in the 55th and 56th legislatures, and from the general objective of raising, mapping and analyzing the presence of this category, three objectives are opened specific: (i) establish specific analysis categories for different business groups, going beyond the homogeneous concept of entrepreneur; (ii) compare the different data and results between the two legislatures and, finally, (iii) discuss and analyze the empirical results from the literature on democracy seen from the perspective of descriptive representation and legislative composition in the normative terms of democratic representation. The methodology followed the search for the declaration of assets in the TSE and together with this, a database was created that goes beyond selfdeclaration, through the search for the link between the National Register of Legal Entities and the federal deputy, plus the advent of other diverse sources, such as journalistic ones. The results on the presence of groups in the Chamber were that the predominant activity of the two legislatures was commerce and the predominant ideology was that of the right. The prevailing social capital was low equity, with the exception of the Northeast region, which has the highest corporate equity. There was a decrease in entrepreneurs and companies from one legislature to another, in which, in the 55th legislature, a total of 221 ( 43%) entrepreneurs and 474 companies, already in the 56th legislature, 214 entrepreneurs (41.7%) and 432 companies. It should be noted that the most represented business size is that of the large company. The analysis of the results indicated that entrepreneurs are overrepresented because most of their activities are overrepresented in the Chamber in the face of other professional groups, including service workers and domestic workers, since these did not have an effective presence in the universe of elected representatives in the Chamber of Deputies. The discussion, therefore, is relevant, since the greater the presence and representation of a professional group in the Chamber of Deputies, the greater the impact on the type of Brazilian political representation, given the exclusion of other occupational groups.
