Defesa: Curitiba, 28/05/2012Bibliografia: fls. 237-243Resumo: A presente tese tem por objetivo analisar a relação entre empresariado industrial e Estado no Brasil no período entre 1990 e 2010. Primeiramente, ao analisar as tradicionais formas de representação desse empresariado, identificadas com a estrutura sindical oficial, percebe que essas não detêm mais o monopólio da representação, pulverizado que está entre associações setoriais nacionais e os "think tanks". Posteriormente, analisa as relações do empresariado industrial com os Poderes Legislativo e Executivo. A despeito da retomada do Legislativo como arena importante na defesa dos interesses empresariais, ainda é o Executivo que concentra maior poder de veto quanto de implementação. Em terceiro lugar, ao analisar a construção do corporativismo de Estado no Brasil, fica evidente que o mesmo não mais se coloca como única chave explicativa das relações entre Estado e empresariado industrial. Em parte, em decorrência da avalanche neoliberal dos anos de 1990, quando o papel do Estado como indutor do processo econômico passou a ser contestado pelas próprias entidades de representação da indústria. Em parte, porque os próprios governos neoliberais daquela década se incumbiram de reduzir o Estado, privatizando significativa parcela do patrimônio público em favor do mercado. Diante desse quadro, não é possível, teórica e objetivamente, caracterizar essa relação no marco de um corporativismo de Estado clássico. Assim, o trabalho analisa outros dois tipos de corporativismo: o corporativismo societal e o neocorporativismo, com o propósito de mostrar que os mesmos, tendo em vista suas características, também não foram implantados no Brasil, embora para alguns estudiosos as articulações entre Estado e setores da indústria, em especial após 2007, indiquem sinais de constituição de um corporativismo setorial, nos moldes europeus. A não participação dos trabalhadores nesse processo e a ausência dos partidos políticos, como interlocutores legítimos das demandas das organizações de representação de interesses, desclassificam esta proposição. Por fim, o estudo conclui que, diante das características do capitalismo nacional, onde a presença do Estado ainda é muito forte, sem perder vista que o mercado adquire centralidade na alocação dos recursos da economia, no Brasil estaria se implementando um fraco corporativismo de Estado.Abstract: The present thesis has as objective to analyze the relationship between the industrial entrepreneurship and the State of Brazil during the period of 1990 to 2010. At first, by analyzing the traditional forms of representation of such entrepreneurship which were aligned with the official work union structure it can be identified that such force no longer hold this representation alone. Such representation is now divided among national associations and the "think tanks". Secondly, the thesis analyses the relationship between the industrial entrepreneurship and both Legislative and Executive powers. Although the Legislative returns as an important force in defense of the entrepreneurship interests is the Executive which concentrates the veto power as implementation of such ideas concerns. Thirdly, by analyzing the construction of the State Corporatism in Brazil it becomes evident that it is no longer the single player on the explanations regarding the relationships between the State and the industrial entrepreneurship. On one hand, due to the neoliberal avalanche in the 1990's, when the role of the State as the inductor of the economical process started to be questioned by the entities representing the industry. On another hand, the neoliberal governments of that time started to reduce the State by taking away a significant portion of the public property in favor of the market. With this scenario, it is not possible neither theoretically nor objectively place this relationship in a classic State Corporatism. Therefore, the work analyses other two types of corporatism: the societal corporatism and the neocorporativism with the purpose of showing that both of them considering their characteristics were not implemented in Brazil as well. Even though for some scholar say that the relationships between State and sectors of the industry, in particular after 2007, point to signs of a sectorial corporatism constructions in the European style. The lack of participation from the employees in this process and the absence of the political parties as legitimate interlocutors of the organizations of interests' representation demands disqualify such proposition.
