Trata-se, em verdade, de estudo de Assuntos Estratégicos conjugado com estudo de Política Externa Brasileira, dando-se maior destaque a esta. Os documentos principais a orientar a dissertação são a Política de Defesa Nacional, a Estratégia Nacional de Defesa e a Doutrina Militar de Defesa. Todos esses três documentos, em conjunto, são expressões dos pensamentos militar e diplomático brasileiros na área de segurança e defesa, por conseguinte, do próprio Brasil em segurança nacional, regional e internacional - a pesquisa, no entanto, delimitou seu campo à segurança regional apenas. A pergunta que se busca responder é "qual a repercussão da Política de Defesa Nacional, da Estratégia Nacional de Defesa e da Doutrina Militar de Defesa na Política Externa Brasileira para a área da segurança regional, em especial para a América do Sul, entre os anos de 2003 e 2010?". A opção pela análise da segurança regional percebida pelo Brasil no lapso temporal delimitado decorreu do protagonismo brasileiro na conformação do complexo regional de segurança da América do Sul. O objetivo geral do trabalho é identificar e caracterizar a ação multilateral do Brasil para a segurança na América do Sul. Como objetivos específicos, a dissertação procurará: 1) examinar os referenciais teóricos que servirão de base à pesquisa; 2) identificar no contexto regional sua agenda multilateral na área de segurança regional; 3) apresentar uma contextualização histórica da PEB, mostrando como, em diferentes períodos, a questão de segurança foi tratada pelos diferentes governos. A metodologia de trabalho a ser utilizada nesta dissertação é o Construtivismo, em especial na forma proposta por Alexander Wendt, utilizando-se do conceito ampliado de segurança proposto por Barry Buzan, Ole Waever, Jaap de Wilde e Lene Hansen, assim como do conceito de multilateralismo proposto por John Gerard Ruggie. O enfoque metodológico da pesquisa proposta é a pesquisa bibliográfica e documental histórica, sendo este um estudo essencialmente qualitativo, subsidiado por pesquisas bibliográfica, documental e descritiva. A pesquisa está dividida em três capítulos. No primeiro capítulo, identificam-se o contexto regional, sua agenda multilateral e de segurança regional, bem como os principais conceitos e o referencial teórico-metodológico a serem aplicados ao longo do trabalho. No segundo, faz-se uma retomada histórica da segurança regional e da política externa brasileira na sua construção, a fim de se compreender melhor o objeto de pesquisa no lapso temporal proposto, uma vez que a política externa nacional é fruto de uma construção ao longo do tempo, sem bruscas rupturas em razão de mudanças de regimes políticos, seja nacional ou de Estados vizinhos. Por fim, no terceiro capítulo, analisam-se a segurança regional e a política externa brasileira de segurança multilateralizada no período de 2003 a 2010, a partir da compreensão conjunta das ideias militares e diplomáticas contidas nos documentos oficiais já citados. América do Sul.Abstract: The central theme of this essay is like Brazil comprises the regional security in South America, in the period between 2003 and 2010. It is, in fact, study of Strategic Affairs in conjunction with study of Brazilian foreign policy, giving greater prominence to this. The main documents guide the dissertation are the national defense policy, the national defense Strategy and Military doctrine of Defense. All three of these documents, taken together, are expressions of military and diplomatic thoughts Brazilians in the area of security and defense, therefore, Brazil's own in national, regional and international security - the research, however, has carved out its field to regional security only. The question answer search is "what is the impact of the national defense policy, national defense strategy and Military Doctrine of defense in Brazilian foreign policy for the area of regional security, especially to South America, between the years 2003 and 2010. The option for examining regional security perceived by Brazil in time-lapse delimited ran the Brazilian leadership in shaping regional security complex in South America. The overall objective of the work is to identify and characterize the multilateral action of Brazil for safety in South America. As specific objectives, the dissertation will seek to: 1) examine the theoretical references which will serve as a basis for research; 2) identify in their regional context multilateral agenda in the area of regional security; 3) present a historical contextualization of the PEB, showing how, in different periods, the security issue was handled by the various Governments. The methodology to be used in this dissertation is the Constructivism, in particular in the form proposed by Alexander Wendt, using the expanded concept of security proposed by Barry Buzan, Ole Waever, Jaap de Wilde and Lene Hansen, as well as the concept of multilateralism proposed by John Gerard Ruggie. The methodological approach of the research proposal is the bibliographical research and historical documentary, this being an essentially qualitative study, subsidized by bibliographical research, documentary and descriptive. The research is divided into three chapters. In the first chapter, they identify the regional context, its multilateral agenda and regional security, as well as the key concepts and the theoretical-methodology to be applied throughout the work. In the second, a historic regional security and resumption of Brazilian foreign policy in its construction, in order to better understand the search object in time-lapse proposed, since the national foreign policy is the result of a construction over time, without abrupt breakages due to changes in political regimes, is a national or of neighbouring States. Finally, in the third chapter, regional security are analyzed and the Brazilian foreign policy multilateralizada security during the period from 2003 to 2010, from the joint understanding of the military and diplomatic ideas contained in official documents already cited.
