Defesa : Curitiba, 08/02/2018Inclui referências: p. 98-100Resumo: Esta dissertação problematiza o tema da participação popular a partir do republicanismo de Maquiavel, pautando-se, mais especificamente, em sua obra Discursos sobre a primeira década de Tito Lívio. Ao analisar a história da república romana, o florentino reconheceu nela o seu paradigma republicano. Do modelo romano retirou e descreveu fatos históricos - os tumultos entre a plebe e os nobres - que corroboraram sua conhecida tese de que toda cidade é permeada por um conflito irreconciliável resultante da "desunião" entre dois umori diversos: o dos grandes, caracterizado pela dominação, e o do povo, pela não dominação. Do confronto entre os querem dominar e os que não querem ser dominados, nascem, então, todas as leis em favor da liberdade num ordenamento político. Nosso objetivo central é o de analisar como o povo conquista um espaço de participação política no governo de uma cidade, tomando como exemplo o modelo republicano romano. Ainda que o umore do povo se traduza em desejo negativo de não dominação, propomos defender a presença de uma participação popular ativa no republicanismo de Maquiavel. No primeiro capítulo, assumimos como pressuposto a assertiva maquiaveliana de que a consolidação da constituição da república romana se deu no fluxo dos acontecimentos e não no momento da fundação - diferentemente do caso das repúblicas de Veneza e de Esparta. Buscamos investigar, então, se a reivindicação do povo romano por participação política - por meio de tumultos - teria fornecido à República Romana um ordenamento republicano numa perspectiva diversa daquele da tipologia clássica da combinação das formas de governo. No segundo capítulo, apresentamos uma análise de como o umore negativo do povo (o desejo de não ser dominado) pode se manifestar na cena pública sob a forma de participação política ativa. Apontamos também uma especificação sobre as diversas facetas contidas na noção maquiaveliana de povo, notadamente aquela sobre o princípio ativo do umore popular, ou seja, sobre a atuação do desejo negativo no espaço político da república. E no terceiro capítulo, propusemo-nos a analisar as atividades do povo atestadas pelo exemplo republicano romano enquanto modo de participação popular, em que o termo "participação" é considerado em seu sentido estrito, qual seja o de designar situações em que o cidadão contribui direta ou indiretamente para uma decisão política. Por fim, buscamos apresentar duas modalidades de participação popular no republicanismo maquiaveliano: a extrainstitucional (participar a fim de pressionar a produção de novas leis que impeçam a total dominação do povo pelos grandes) e a intrainstitucional (participar recorrendo às leis e instituições em vista de resistir aos grandes também por meio dos espaços institucionalizados). Palavras-chave: Maquiavel, Republicanismo, Povo, Conflito, Participação popular.Abstract: This dissertation problematizes the theme of the popular participation in Machiavelli's republicanism, with specific regard to his work Discourses on the first decade of Livy. In analyzing the history of the Roman Republic, the thinker recognized in it its republican paradigm. From the Roman model he collected and described historical facts - the tumults between plebeians and nobles (the "great ones") - that corroborated his wellknown thesis that every city is pervaded by an irreconcilable conflict resulting from the "disunity" between two different umori: that of the great ones, characterized by domination, and that of the people, by nondomination. From the confrontation between those who want to dominate and those who do not want to be dominated, all the profreedom laws are engendered within a political order. Our main objective is to analyze how people conquer political participation in the government of a city, taking as an example the Roman republican model. Although the umore of the people expresses itself in a negative desire for nondomination, we propose to defend the presence of an active popular participation in Machiavelli's republicanism. In the first chapter, we take as an assumption the Machiavellian claim that the consolidation of the Roman Republic constitution occurred in the course of historical events and not at the moment of its foundation - differently from the case of the republics of Venice and Sparta. Thereupon we have investigated whether the Roman people's claim for political participation - by means of tumults - would have provided the Roman republic with some republican order in a different perspective from that of the classical typology of the combination of forms of government. In the second chapter, we present an analysis of how negative umore of the people (the desire not to bedominated) can manifest itself in the public scene in the form of active political participation. We have also pointed out one specific (out of several) aspects contained in the Machiavellian notion of people, notably the one about the active principle of popular umore, that is, the activity of negative desire upon the political space of the republic. And in the third chapter we propose an analysis of the activities of the people attested by the Roman model of republic as a form of popular participation, where the term "participation" is taken in its strict sense, that is, for designating situations in which the citizen contributes directly or indirectly for a political decision. Finally, we have presented two modalities of popular participation in Machiavellian republicanism: the extrainstitutional one (that is, to participate in order to press the making of new laws that prevent from the total domination of the people by the great ones) and the intrainstitutional one (to participate by using laws and institutions for resistance against the great ones also by means of the institutionalized spaces).
