Resumo: At the end of World War II, Brazilian and US officials conducted extensive negotiations on post-war issues. Among these issues, the continuity of the rights to use the military bases built by the United States Army in the North and Northeast of Brazil during the war is of great importance. In close connection with this question was the fate to be given to the vast construction machinery brought by the Americans to Brazil to build the air and naval bases. The research described here was based on documents deposited in the National Archives and Records Administration II in Maryland (USA) and in the Centro de Documentação da Aeronáutica (CENDOC), Rio de Janeiro (RJ). The documents allow us to understand how the possibilities of the outcome of the negotiations could have been much more favorable and advantageous for Brazilians. The hypothesis here explored is that divergences between the views of the authorities involved, as well as the chaotic political and administrative context that characterized the end of the Estado Novo dictatorship, probably prevented the Brazilian government from obtaining real strategic advantages in the negotiations.
