Populism as a model of “polarized democracy”: Pierre Rosanvallon’s theory of populism in contemporary debate

Resumo: This paper examines Pierre Rosanvallon’s contribution to understanding populism by adopting two approaches: the first one is the internalist approach, comprising an analysis of his book Le Siècle du populisme (2020) and its comparison with his theory of changes in contemporary democracy (2006-2015). The second approach consists of comparing Le Siècle du populisme with the works of other authors on the subject. The paper is divided into three parts. First, we analyze Le Siècle du populisme, focusing on the two aspects that we consider the most original: the typology of “limit forms of democracy” and its ways of degradation and his critique of populism. In the second part, we contrast this work with his theory of changes in contemporary democracy. In the third part, we contextualize Rosanvallon’s work within the literature on populism, exploring the author’s idea of populism vis-à-vis democracy. We also compare his interpretation with three of the main contemporary works on the subject: that of Nadia Urbinati involving theory of democracy, and that of Ernesto Laclau and Chantal Mouffe, leading theorists of “leftist populism”, targets of Rosanvallon’s criticism. Then, we argue that what distinguishes his contribution to populism research is the scope of his theory, able to encompass tensions and complexities in the study of democracy and that offers a way out of the theoretical ambiguities of previous studies on populism.

Pour ce faire, nous adoptons deux approches : la première, internaliste, consiste à analyser Le Siècle du populisme et l’articuler à sa théorie des mutations de la démocratie contemporaine (2006-2015) ; la seconde consiste à confronter ce même livre avec des œuvres d’autres auteurs sur le sujet. Dans une première partie, nous analysons Le Siècle du populisme en privilégiant les deux aspects qui nous semblent les plus originaux : la typologie des « démocraties limites », ses formes de dégradation et sa critique du populisme. Dans la seconde partie, nous articulons ce travail à sa théorie des mutations contemporaines de la démocratie. Dans la troisième, nous examinons comment cet auteur pense le populisme en interaction avec la démocratie et en parallèle avec trois des principales lectures contemporaines sur le sujet : celle de Nadia Urbinati, dans le champ de la théorie démocratique, et celles d’Ernesto Laclau et de Chantal Mouffe, deux des principaux théoriciens du « populisme de gauche », objet de la critique de Rosanvallon. Nous concluons que ce qui différencie sa contribution à l’étude du populisme c’est la portée de sa théorie, qui est en mesure d’incorporer tensions et complexités, et qui offre une issue par rapport aux ambigüités théoriques des études précédentes sur le populisme.O objetivo deste artigo é examinar a contribuição de Pierre Rosanvallon para a compreensão do populismo. Para tanto, adotamos duas abordagens: a primeira, internalista, consiste numa análise rigorosa da obra Le Siècle du populisme (2020), assim como na articulação desta com sua teoria das mutações da democracia contemporânea (2006-2015); a segunda consiste no cotejamento de Le Siècle du populisme com obras de outros autores sobre o tema. O artigo está dividido em três segmentos. No primeiro, analisamos Le Siècle du populisme focando os dois aspectos que consideramos mais originais: a tipologia das “democracias-limite” e suas formas de degradação, e sua crítica ao populismo. No segundo, articulamos essa obra à sua teoria das mutações da democracia contemporânea. No terceiro, inserimos a obra de Rosanvallon no interior da bibliografia sobre o tema do populismo, explorando como o autor pensa o populismo em interação com a democracia e comparando-o com três das principais leituras contemporâneas sobre o tema: a de Nadia Urbinati, no campo da teoria democrática, e a de Ernesto Laclau e Chantal Mouffe, dois dos principais teóricos do “populismo de esquerda”, objeto da crítica de Rosanvallon.
