Supporting Portuguese translations abroad: Divergences and convergences between Portugal and Brazil

Resumo: Based on recent research on state programs for supporting translation and publishing abroad literary works by Brazilian and Portuguese authors and other Portuguese-speaking authors, this paper seeks to draw an overview of the scope, effects and structures of such initiatives. Although they have been discussed quite a lot, such programs have rarely been the object of in-depth reflection; usually only promotional texts written by state and market agents take a slightly more reflective look at this topic. However, views about support and subsidies offered by national states to disseminate and promote their literature, authors and languages around the world are still overly apologetic and descriptive. We argue here that such programs affect not only the dynamics of literary circulation of a country, but also that of the whole linguistic area in which it is located. At this point, the case of the Portuguese language is emblematic and expressive, with Portugal and Brazil using a same language, though often having a relationship characterized by high degrees of asymmetry and economic, political and symbolic antagonism. Thus, we intend to show how programs maintained by national states in support of literary translations to promote a set of authors and works, beyond being instruments of struggle for visibility in the global publishing market, by targeting the global dimension also cause important regional and local effects.

A pesar de hablarse mucho de ellos, estos programas rara vez han sido objeto de una reflexión profunda; comúnmente, sólo los textos de divulgación escritos por agentes estatales y del mercado arrojan una mirada un poco más reflexiva sobre este tema. Sin embargo, subsisten opiniones excesivamente apologéticas y/o meramente descriptivas sobre los apoyos y subvenciones que ofrecen los Estados nacionales para difundir y promocionar sus literaturas, autores e idiomas en el mundo. Como trataremos de mostrar, tales programas afectan no sólo la dinámica de circulación literaria de un país, sino también la de toda el área lingüística en la que se ubica. En este punto, el caso de la lengua portuguesa es emblemático y expresivo, con Portugal y Brasil actuando en el mismo idioma, pero a menudo con relaciones marcadas por un alto grado de asimetría y antagonismo económico, político y simbólico. En este sentido, se pretende mostrar cómo, además de promover un conjunto de autores y obras, los programas de apoyo a la traducción mantenidos por los Estados nacionales son, muchas veces, instrumentos en la lucha por la visibilidad en el mercado editorial global, aunque, al enfocar la dimensión global, también causen efectos regionales y locales.O presente trabalho busca, a partir de pesquisas recentes sobre programas de apoio à tradução estatais para escritores e livros brasileiros, portugueses e demais autores de língua portuguesa no exterior, traçar um panorama sobre o alcance, os efeitos e as estruturas de tais iniciativas. Apesar de bastante falados, tais programas raramente têm sido objeto de reflexão aprofundada; comumente apenas textos de divulgação escritos por agentes estatais e de mercado é que lançam um olhar um pouco mais reflexivo sobre esse tópico. Entretanto, permanecem visões demasiado apologéticas e\ou apenas descritivas sobre os apoios e subsídios ofertados pelos Estados nacionais para divulgar e promover suas literaturas, autores e línguas pelo mundo. Como tentaremos mostrar, tais programas afetam não apenas a dinâmica de circulação literária de um país, mas também a de toda a área linguística em que ele se situa. Nesse ponto, o caso da língua portuguesa é emblemático e expressivo, com Portugal e Brasil atuando em um mesmo idioma, porém, muitas vezes, em relações marcadas por alto grau de assimetria e antagonismo econômico, político e simbólico.
