POSITIONNING STRATEGY OF MSE´S BASED ON INNOVATION THROUGH TRIPLE HELIX MODEL

Resumo: Market globalization, advances in science and technology, especially in the media and transportation sectors, have allowed the emergence of new market niches, with more demanding consumers, and also, increased competition among companies (ORTIZ, 2003). In this scenario, there are micro and small enterprises - MSE, which in some way, promote distribution of income and ensure social stability, since they are responsible for significant portion of employment generation opportunities and income in the country. However, studies highlight MSEs´ technical and productive vulnerability, which is reflected in higher rates of bankruptcy and social obligations and tax default (SEBRAE, 2009). These economic agents, often less prepared to compete, but essential to countries economic and social development, have been awarded with public policies, which are aimed at encouraging entrepreneurship, giving priority to training in management and production methods (CASSIOLATO & LASTRES, 2001). Among them, it is possible to emphasize the establishment of MSEs collaborative networks, as well as, training of their managers and operational teams, and providing access to technical expertise, in order to support innovation activity in products and processes (MATTOS et al., 2009). In order to optimize the distribution of public resources for the aforementioned purpose, government officials have been opted for adoption of the Triple Helix model, whereby government coordinates the interaction between academia and industry and encourages the sharing of universities´ infrastructure, knowledge, methods and techniques, from management to operation area. This paper aims to highlight the characteristics of the strategic positioning of small businesses that participate in two networks of cooperation, operating in the south of the country, paying attention, especially, to the process of the conception of the individual and collective strategies built on programs training in innovation, products and processes, in interaction with the staff of the local university extension agents, aiming the creation of competitive advantage. In order to achieve the research aim, it was conduct a multi-case and exploratory study through semi-structured interviews and narrative analysis. The results have revealed that the development capabilities to innovate in products and processes, arising from the public program inside the Triple Helix model, have contributed to the design of effective strategies of the organizations involved in two cooperation networks analyzed, which gave priority in their strategic positioning, product innovation and processes.

En este escenario, se encuentran las micro y pequeñas empresas - las PYME, que cargan con parte importante de la generación de oportunidades de empleo e ingresos en el país. Sin embargo, los estudios apuntan dificultades de estas empresas, técnica y productiva, que se traduce en ejecución hipotecaria e incumplimiento de las obligaciones sociales y fiscales (SEBRAE, 2009). Menos preparadas para competir, pero esencial para el sistema económico y social del país, PYME se adjudicaron las políticas públicas destinadas a fomentar el espíritu emprendedor, la formación en gestión y priorización de los métodos de producción (Cassiolato y Lastres, 2001 ). Entre ellos se encuentra la creación de redes de colaboración de MSE, la capacitación de sus gerentes y equipos operativos, para facilitar el acceso a los conocimientos técnicos, con el fin de apoyar la inovación de productos y procesos (Mattos et al. , 2009). Con el objetivo de optimizar la asignación de recursos públicos para la finalidad mencionada anteriormente, surgió modelo de triple hélice, mediante el cual el gobierno interviene en la relación entre la academia y la industria y promueve el intercambio de infraestructura universitarios, los conocimientos, métodos y técnicas, que van desde la gestión hasta la operación. En este trabajo se demuestran las características de la posición estratégica de las pequeñas empresas que participan en dos redes de cooperación, que actúan en el sur del país, destacando el concepto de estrategias individuales y colectivas construidas en los programas de formación en innovación, productos y procesos, em interacción con los agentes locales de extensión universitaria, para crear ventajas competitivas. Para la investigación se optó por el estudio de casos múltiples, las entrevistas en profundidad y el análisis de las narrativas, debido a su alineamiento con el enfoque del estudio. Los resultados indican que el desarrollo de habilidades para innovar productos y procesos, como resultado del programa de extensión de negocios, en el modelo de triple hélice, contribuyó para diseño de estrategias efectivas de las organizaciones que participan en las dos redes cooperativas, priorizando, en su posicionamiento estratégico, la innovación de productos y procesos.A globalização dos mercados, os avanços da ciência e da tecnologia, estimulou o surgimento de novos nichos de mercado, com consumidores mais exigentes, e, também, o aumento da competitividade entre empresas (ORTIZ, 2003). Nesse panorama, destacam-se as micro e pequenas empresas - MPE´s, que se responsabilizam por parcela relevante de geração de oportunidades de emprego e de renda no país. No entanto, estudos apontam para a fragilidade técnica e produtiva das MPE´s que se reflete em índices mais elevados de encerramento de operações e de inadimplência de obrigações sociais e tributárias (SEBRAE, 2009). Esses agentes econômicos, por vezes menos preparados para competir, mas essenciais para o sistema econômico e social dos países, foram contemplados com políticas públicas, voltadas para o estímulo ao empreendedorismo, priorizando a capacitação em gestão e métodos de produção (CASSIOLATO & LASTRES, 2001). Dentre elas destacam-se a constituição de redes colaborativas de MPE´s, a capacitação de seus gestores e equipes operacionais, além da disponibilização de acesso ao conhecimento técnico, com vistas a subsidiar a atividade de inovação de produtos e processos (MATTOS et al., 2009). Com o objetivo de otimizar a alocação de recursos públicos para o referido fim, os agentes governamentais optam pela adoção do modelo de Hélice Tríplice, por meio do qual o governo media a interação entre a academia e as empresas e fomenta o compartilhamento da infra-estrutura universitária, dos conhecimentos, métodos e técnicas, desde a gestão até a operação. O objetivo deste trabalho visa evidenciar as características do posicionamento estratégico de empresas de pequeno porte, que participam de duas redes de cooperação, atuantes na região sul do país, com destaque para o processo de concepção de estratégias individuais e coletivas construídas com base em programas de capacitação em inovação, de produtos e processos, na interação com a equipe de extensionistas da universidade local, visando a constituição de diferencial competitivo. Para a realização da pesquisa optou-se pelo estudo de caso múltiplo, de caráter exploratório, entrevistas em profundidade e análise de narrativas, devido ao seu alinhamento com o foco do estudo.
