ENTREPRENEURIAL CITY: NEW VIEWS ON URBAN PLANNING AND ECONOMIC DEVELOPMENT IN BRAZIL

Resumo: | The approach on economic development under the perspective of urban evolution allows to see the effects of spacial distribution of production under country´s economy. Many factors can make of some cities the center of development, taking from the others resources and work force. The intrepreneurship comes up when regional differences are admitted and the domination can open space to mutual dependence, when places earn conditions to explore their potentialities and promote the developpement of technological base interprises. The union of interests around a production focus is the main factor to push development because it is the only way that small cities have to attract private investments, througt the birth of business incubator. The Constitution of 1988 and the “Estatuto da Cidade, 2001, the Brazilian State gave its own interpretation about urban politics, creating partnerships between the civil society and local public power, in a way of making this agents capable to compose a new urban politic, which can promote the access for fundamental rights for all groups of society, and create economical growth through technological inovation.This theoretical essey intends to clear up how the brazilian urban development model can promote the integration of small cities in national and international markets and contribute to create more richness to the country. |

Factores diversos tienden a tornar algunas ciudades escenario del desarrollo, drenando de las demás recursos y mano de obra. El emprendedorismo surge cuando las desigualdades regionales son admitidas y la dominación puede dar lugar a la independencia, a medida que las localidades ganan condiciones de explotar sus potencialidades y promover el desarrollo de empresas de base tecnológica. La convergencia de intereses en torno a un foco productivo es el principal factor propulsor del desarrollo porque es el único medio que las ciudades periferias poseen de incentivar inversiones privadas, a través del surgimiento de incubadoras de empresas. A través de la Constitución de 1988 y del Estatuto de las Ciudades, de 2001, el Estado Brasileño dio su propia interpretación sobre políticas urbanas, al articular mancomunidades entre la sociedad civil y los poderes públicos locales, para que tales agentes sean capaces de componer una nueva propuesta de desarrollo, apta a promover la universalización del acceso a los derechos fundamentales y fomentar el crecimiento económico, a través del incentivo a la innovación tecnológica. Este ensayo teórico pretende elucidar de qué forma el modelo de desarrollo urbano brasileño puede aumentar la integración de las ciudades periféricas en los mercados nacionales e internacionales y, de ese modo, contribuir para el aumento de la generación de riqueza para el país como un todo.A abordagem do desenvolvimento econômico, sob o ponto de vista da evolução urbana, permite enfocar os efeitos da distribuição espacial da produção sobre a economia de um país. Fatores diversos tendem a tornar algumas cidades palco do desenvolvimento, drenando das demais recursos e mão de obra. O empreendedorismo surge quando as desigualdades regionais são admitidas e a dominação pode dar lugar à interdependência, à medida que as localidades ganham condições de explorar suas potencialidades e promover o desenvolvimento de empresas de base tecnológica. A convergência de interesses em torno de um foco produtivo é o principal fator propulsor do desenvolvimento porque é o único meio que as cidades periféricas têm de incentivar investimentos privados, através do surgimento de incubadoras de empresas. Através da Constituição de 1988 e do Estatuto das Cidades, de 2001, o Estado Brasileiro deu sua própria interpretação sobre políticas urbanas, ao articular parcerias entre a sociedade civil e os poderes públicos locais, para que tais agentes sejam capazes de compor uma nova proposta de desenvolvimento, apta a promover a universalização do acesso aos direitos fundamentais e fomentar o crescimento econômico, através do incentivo à inovação tecnológica.
