FLOW IN THE PUBLIC SERVICE: CONCILIATING CHALLENGES AND ABILITIES FROM A REALISTIC POINT OF VIEW

Resumo: This article proposes to demonstrate that life quality at work and the ability to achieve the Flow, or Optimal Experience, are associated among other aspects with the abilities to harmonize task challenges with individual skills; to realistically perceive the hardest aspects of the organizational environment; and to face personal limitations in a constructive way. For this purpose, a survey was carried out with a sample of state civil servants, to whom the option of a Voluntary Dismissal Program was offered. The data obtained were submitted to the Contents Analysis, as proposed by Bardin (1997). The Flow concept is derived from the work of Mihay Csikszentmihalyi (1197, 1996, 1992, 1991). Results showed that a group of people who rejected the Voluntary Dismissal Program demonstrated a remarkable ability to avoid stress and obtain satisfaction at work, despite the bureaucratic and mechanistic structure of the organization where they work. In contrast, a group who chose to join the Program made an inaccurate self-evaluation and ended up accepting challenges that were not compatible with their skills and talents, with disastrous consequences for their personal and professional lives. Results confirm Csikszentmihalyi’s theoretical assumptions and suggest the necessity of reformulating the presuppositions of the Voluntary Dismissal Programs carried out in the state up to this moment.

Este artículo se propone a demostrar que la calidad de vida en el trabajo y la capacidad de lograr el Flow, o la Experiencia Máxima, se relaciona, entre otros aspectos, con las capacidades de armonizar los desafíos de determinada tarea con las capacidades individuales, de percibir los aspectos más áridos del entorno organizacional desde una perspectiva realista y de hacer frente a las limitaciones personales de forma constructiva. Teniendo en cuenta este objetivo, se llevó a cabo una investigación a partir de una muestra de funcionarios públiicos del estado de Rio Grande do Sul, a los que se les ofreció la posibilidad de adherir a un Programa de Retiro Voluntario. Los datos obtenidos fueron sometidos al Análisis de Contenido propuesta por Bardin (1997). El concepto de Flow se orgina del trabajo de Mihay Csikszentmihalyi (1197, 1996, 1992, 1991). Los resultados mostraron que un grupo de personas que decidió por no adherir al Programa de Retiro Voluntario demostró una gran capacidad para evitar el estrés y para obtener satisfacción en el trabajo, aunque haya dificultades respecto de la estructura burocrática y mecanicista de la organización en que trabajan. En contraposición, un grupo que optó por adherir al Programa hizo un autoanálisis deficiente y acabó por aceptar desafios que no eran compatibles con sus capacidades y talentos, obteniendo resultados desastrosos en sus vidas personales y profesionales. Los resultados confirman los supuestos teóricos de Csikszentmihalyi y apuntan para la necesidad de reformularse los principios de los Programas de Retiro Voluntarios propuestos en el Estado hasta estos momentos. Este artigo propõe-se a demonstrar que a qualidade de vida no trabalho e a capacidade de atingir o Flow, ou Experiência Máxima, têm relação, entre outros aspectos, com as capacidades de harmonizar os desafios da tarefa com capacidades individuais, perceber os aspectos mais áridos do ambiente organizacional de um modo realista; e encarar limitações pessoais de maneira construtiva. Com esta finalidade, desenvolveu-se uma pesquisa junto a uma amostra de funcionários públicos estaduais, aos quais foi possibilitada a adesão a um programa de Demissão Voluntária. Os dados obtidos foram submetidos à Análise de Conteúdo proposta por Bardin (1997). O conceito de Flow origina-se do trabalho de Mihay Csikszentmihalyi (1197, 1996, 1992, 1991). Os resultados mostraram que um grupo de pessoas que não aderiu ao Programa de Demissão Voluntária demonstrou uma capacidade notável de evitar o estresse e obter satisfação no trabalho, apesar da estrutura burocrática e mecanicista da organização onde trabalham. Por outro lado, um grupo que optou por aderir ao Programa fez uma auto-análise deficiente e acabou por aceitar desafios que não eram compatíveis com suas capacidades e talentos, com resultados desastrosos para suas vidas pessoais e profissionais. Os resultados confirmam os pressupostos teóricos de Csikszentmihalyi e sugerem a necessidade de reformular os pressupostos dos Programas de Demissões Voluntárias desenvolvidos no Estado até o momento.
