PRIVATIZATION IN PERIPHERAL COUNTRIES: A BRAZILIAN EXAMPLE IN TELECOMMUNICATIONS

Resumo: The present paper argues that the privatization of state-owned companies in Brazil represents an adjustment, or compliance, to the founding discourses created in the central countries. The paper is based on research conducted in the telecommunications sector and focuses on the discourses that have been instrumental to the transformation of a state-owned company into a private one. It was found out that those discourses, expounded at the highest level, often turn the privatization into a traumatic event for other members of the organization. Many feel that the process affects not only the organization, but also its members, once they lose part of their story.

Este trabajo afirma que la privatización de empresas estatales en Brasil representa una adaptación, o conformidad, a los discursos fundadores creados en los países centrales. El trabajo se basa en una investigación realizada en el sector de telecomunicaciones y tiene como foco los discursos que sirvieron de instrumento a la transformación de una empresa estatal en empresa privada. Se ha constatado que estos discursos, minuciosamente seguidos, con frecuencia hacen la privatización un evento traumático para otros miembros de la organización. Muchos creen que el proceso afecta no sólo a la organización, pero también a sus miembros, puesto que ellos se pierden parte de su historia. Este trabalho afirma que a privatização de empresas estatais no Brasil representa uma adaptação, ou conformidade, aos discursos fundadores criados nos países centrais. O trabalho baseia-se em uma pesquisa realizada no setor de telecomunicações e tem como foco os discursos que serviram de instrumento à transformação de uma empresa estatal em empresa privada. Constatou-se que estes discursos, minuciosamente seguidos, com freqüência fazem da privatização um evento traumático para outros membros da organização. Muitos acreditam que o processo afeta não apenas a organização, mas também seus membros, uma vez que perdem parte de sua história.
