WHAT REALLY MATTER? A STUDY ON THE DETERMINANTS OF PERCEIVED QUALITY IN THE COURSE OF AN INSTITUTION OF HIGHER MIDWEST OF MINAS GERAIS

Resumo: In December 1996, the Brazilian government promulgated the National Education Act that represented a new milestone in the institutional environment of higher education. Amongst a wide range of changes, the new Act implied a series of new regulations and an exponential growth of new institutions. Initially, those institutions were supposed to allow more students to enroll in a higher education program. However, the statistics show that the great majority of the new institutions were privately-owned, which has a tremendous effect on market demand since many Brazilian citizens do not have the necessary resources to financing an undergraduate course. As a result of that, Brazilian higher education market must deal with an unbalanced relation between offer and demand in which the first is significantly higher than the latter. Because of that, many institutions try to improve the quality of its educational services as a strategy of attracting new students and keeping the ones that are already enrolled in one of its undergraduate programs. This paper consists in a survey made with a sample of 435 undergraduate students of a institution located in the middle-west of the state of Minas Gerais. The research main purpose was to identify the attributes that count the most for higher levels of perceived quality. Through the use of the stepwise multiple discriminant analysis, it was possible to verify that perceived quality was highly affected by three attributes: the value the student gives to the program, the amount monthly paid by the student to take the program and the interest showed by institution faculty and employees to help students to solve problematic situations. The conclusions inferred that although an economic-type rationale is important to perceived quality, so it is the attitude demonstrated by the institution members to offer good services to the students.

Además de vincular la mayoría de las instituciones de enseñanza superior (IES) al Sistema Federal de Enseñanza, la referida Ley llevó a la publicación de una serie de porterías, normas y decretos que visaban reglamentar la enseñanza superior en El País. A la vez, se verificó en el periodo una verdadera proliferación de nuevas IES – en su mayor parte particulares – con el objetivo oficialmente declarado de suplir la demanda por plazas en esa modalidad de enseñanza. Sin embargo, pasados más de diez años de la promulgación de la Ley, el escenario que se tiene hoy es el de un mercado altamente concorrencial, compuesto por una infinidad de IES con plazas ociosas. Para responder a esa nueva demanda ambiental, varias instituciones habían adoptado la estrategia de aumentar la calidad de los servicios prestados, generando más satisfacción de los alumnos y obteniendo la lealtad de los mismos. Saber la opinión de los alumnos es importante para que la IES pueda ofrecer servicios más adecuados a sus necesidades, creando ventajas competitivas en el mercado. Esta investigación desarrolló uno survey con una muestra de 435 alumnos de una institución de enseñanza superior del centro-oeste de Minas Gerais. Los dados habían sido tratados por medio del análisis discriminante múltipla stepwise, que identificó tres factores que más influencian la percepción de la calidad. Estos fueron: el valor atribuido por el alumno al curso, la percepción del discente acerca del valor de la mensualidad y la disponibilidad de profesores y funcionarios de la institución en resolver problemas de los alumnos. Los resultados apuntan que la calidad percibida es influenciada por factores económicos, como muestran las dos primeras variables. Sin embargo, la última de ellas comprobó que la actitud de los miembros de la institución en relación con las dificultades de los estudiantes también influencia este proceso de manera significativa.Desde a promulgação da Lei 9.394/96, a educação superior tem passado por significativas mudanças no Brasil. Além de vincular a maioria das instituições de ensino superior (IES) ao Sistema Federal de Ensino, a referida Lei levou à publicação de uma série de portarias, normas e decretos que visavam regulamentar o ensino superior no País. Ao mesmo tempo, verificou-se no período uma verdadeira proliferação de novas IES –, em sua maioria particulares – , com o objetivo oficialmente declarado de suprir a demanda por vagas nessa modalidade de ensino. Contudo, passados mais de dez anos da promulgação da Lei, o cenário que se tem hoje é o de um mercado altamente concorrencial, composto por e uma infinidade de IES com vagas ociosas. Para responder a essa nova demanda ambiental, várias instituições adotaram a estratégia de aumentar a qualidade dos serviços prestados, gerando mais satisfação dos alunos e obtendo a lealdade dos mesmos. Saber a opinião dos alunos é importante, para que a fim de que a IES possa oferecer serviços mais adequados às suas necessidades, criando vantagens competitivas no mercado. Esta pesquisa desenvolveu um survey com uma amostra de 435 alunos de uma instituição de ensino superior do centro-oeste de Minas Gerais. Os dados foram tratados por meio da análise discriminante múltipla stepwise, que identificou três fatores que mais influenciam a percepção da qualidade. Estes foram: o valor atribuído pelo aluno ao curso, a percepção do discente acerca do valor da mensalidade e a disponibilidade de professores e funcionários da instituição em resolver problemas dos alunos. Os resultados apontam que a qualidade percebida é influenciada por fatores econômicos, como mostram as duas primeiras variáveis.
