SUPPORT CAPACITY TO INNOVATION OF FEDERAL INSTITUTES AND FEDERAL UNIVERSITIES IN MINAS GERAIS: A COMPARATIVE STUDY

Resumo: The Theory of Triple Helix describes the innovation model based on the relation government-university-industry. In this context, the assignments of the Federal Institutes (IFs) and the Federal Universities (UFs) go beyond education and research, because they incorporate a responsibility to contribute to economic development through the creation of scientific and technological knowledge applied, contributing directly to innovation. In order to manage the intellectual property and innovation policy of these Institutions of Science and Technology (ICT), the Innovation Law created the Technological Innovation Centers (NITs) as an interface between ICTs and the productive environment. Therefore, this paper aim is to analyze comparatively support for innovation and technology transfer from IFs and UFs located in Minas Gerais. For this, the coordinators of the NITs of IFs and UFs in the state were interviewed. Also, were used secondary data sources, such as rules and regulations. Through the analysis, it was concluded that the ability to support innovation in both IFs as the UFs is still insufficient, which can be proven by the results of research and innovation of these ICTs. Due to the low maturity of IFs, their results are incipient and their difficulty to approach the productive sector, in the view of respondents, is higher in this environment than in the UFs. As the universities, their role is to increase the synergy with the other figures of the Triple Helix, in order to increase their results of innovation.

En este contexto, las obligaciones de los Institutos Federales (IFs) y de las Universidades Federales (UFs) van más allá del desarrollo de la formación educativa relacionada con la enseñanza e investigación, una vez que asumen también la responsabilidad de apoyar el desarrollo económico a través de la producción de conocimiento científico y tecnológico aplicado, contribuyendo para la innovación. Con el fin de gestar la política de innovación y propiedad intelectual de Instituciones de Ciencia y Tecnología (ICTs), la Ley de Innovación creó los Núcleos de Innovación Tecnológica (NITs) como una interfaz entre las ICTs y el ambiente productivo. De esta forma, se buscaba analizar, bajo una observación comparativa, el apoyo para la innovación y la transferencia de tecnología de los IFs y UFs ubicadas en Minas Gerais. Para tanto, se realizaran entrevistas con los coordinadores de NITs de los IFs y da las UFs en el estado, además de datos documentales, como reglamentos y regimientos. Tras análisis, se concluye que la capacidad apoyo a la innovación en los IFs y en las UFs todavía es insuficiente. Debido a poca maturación de los IFs, sus resultados no son muy expresivos y la dificultad enfrentada de acercamiento a los sectores productivos, según los entrevistados, es mayor que en las UFs. A las Universidades, les cumple actuar para aumentar la sinergia con los actores de la Triple Hélice, para perfeccionar sus resultados relativos a la innovación.A Teoria da Hélice Tripla descreve o modelo de inovação com base na relação governo-universidade-indústria. Nesse contexto, as atribuições dos Institutos Federais (IFs) e das Universidades Federais (UFs) vão além do ensino e pesquisa, pois eles incorporam a responsabilidade de colaborar para o desenvolvimento econômico por meio da criação de conhecimento científico e tecnológico aplicado, contribuindo diretamente para a inovação. Com a finalidade de gerir a política de inovação e propriedade intelectual dessas Instituições de Ciência e Tecnologia (ICTs), a Lei de Inovação criou os Núcleos de Inovação Tecnológica (NITs) como uma interface entre as ICTs e o ambiente produtivo. No entanto, IFs e UFs possuem suas peculiaridades, apesar de serem consideradas ICTs e estarem regidas sob a mesma Lei de Inovação. A diferença mais notória entre as duas está relacionada à oferta de vagas, pois os IFs devem reservar, no mínimo, metade de suas vagas para a educação profissional técnica de nível médio. Assim sendo, o objetivo deste artigo foi analisar, comparativamente, o apoio à inovação e transferência de tecnologia dos IFs e das UFs situados em Minas Gerais. Para isso, foram entrevistados os coordenadores dos NITs dos IFs e das UFs no estado. Também foram utilizadas fontes documentais, tais como regulamentos e regimentos. Por meio das análises realizadas, concluiu-se que a capacidade de apoiar a inovação tanto nos IFs quanto nas UFs ainda é insuficiente, o que pode ser comprovado pelos resultados de pesquisa e inovação das referidas ICTs. Devido à pouca maturação dos IFs, seus resultados naturalmente são incipientes e sua dificuldade de aproximação do setor produtivo, na visão dos entrevistados, é maior nesse ambiente do que nas UFs.
