INTELLECTUAL CAPITAL MANAGEMENT IN MEXICAN R&D CENTERS

Resumo: | The accumulation of knowledge develops expertise, which is the ability to apply knowledge to different situations producing highly successful results. The relevant aspects of this expertise are recorded and shared in an organization in order to improve its performance in all its critical processes, through specific management techniques. Knowledge management has been defined as the collective use of internally and externally available knowledge, experience and competencies to attend the requirements of the organization at any time and place. Knowledge management has tactical and operational perspectives related to the planning, introduction, operation and supervision of all the activities and programs related to the knowledge needed for shaping and managing intellectual capital. The intellectual capital of a determined organization is the sum of its ideas, inventions, technologies, general knowledge, computer programs, designs, data treatment techniques, processes, creativity and publications. Intellectual capital can be understood simply as knowledge that can be turned into benefits. The analysis of the possibilities of extracting the value of intellectual capital from Mexican research and development centers is the main motivation of this piece of research, which is based on the hypothesis that the majority of the centers have placed excessive emphasis on knowledge generation activities, leaving their valuation on the side, an attitude that has prevented them from obtaining benefits and from creating greater value for Mexican society. |

La acumulación de conocimiento desarrolla la pericia, que es la habilidad en aplicar conocimiento a distintas situaciones, produciendo resultados altamente satisfactorios. Los aspectos relevantes de esta pericia se registran y comparten en una organización con la finalidad de mejorar su desempeño en todos los procesos que presentan deficiencias, por medio de técnicas de gestión específicas. La gestión del conocimiento ha sido definida como el uso colectivo de conocimiento, experiencia y competencias disponibles, tanto interna como externamente, para atender a las exigencias de la organización en cualquier hora y lugar. La gestión del conocimiento posee perspectivas tácticas y operacionales relativas al planeamiento, introducción, operación y supervisión de todas las actividades y programas ligados al conocimiento necesario para formar y administrar el capital intelectual. El capital intelectual de una determinada organización es la suma de sus ideas, invenciones, tecnologías, conocimientos generales, programas de informática, diseños, técnicas de tratamiento de datos, procesos, creatividad y publicaciones. El capital intelectual puede ser entendido simplemente como conocimiento pasible de ser transformado en beneficios. El análisis de las posibilidades de extraerse el valor del capital intelectual de centros mexicanos de investigación y desarrollo es la principal motivación de este trabajo de investigación que se basa en la hipótesis de que la mayoría de dichos centros han puesto excesiva énfasis en actividades de generación de conocimiento, dejando de lado su evaluación. Esto ha sido un obstáculo a la obtención de beneficios para los centros y, en último término, para la creación de un mayor valor para la sociedad mexicana.O acúmulo de conhecimento desenvolve a perícia, que é a habilidade de aplicar conhecimento a diferentes situações produzindo resultados altamente satisfatórios. Os aspectos relevantes desta perícia são registrados e compartilhados em uma organização com a finalidade de melhorar seu desempenho em todos os processos que apresentam deficiências, através de técnicas de gestão específicas. A gestão do conhecimento tem sido definida como o uso coletivo de conhecimento, experiência e competências disponíveis, tanto interna como externamente, para atender às exigências da organização em qualquer hora e lugar. A gestão do conhecimento possui perspectivas táticas e operacionais relacionadas ao planejamento, introdução, operação e supervisão de todas as atividades e programas ligados ao conhecimento necessário para formar e gerenciar o capital intelectual. O capital intelectual de uma determinada organização é a soma de suas idéias, invenções, tecnologias, conhecimentos gerais, programas de informática, designs, técnicas de tratamento de dados, processos, criatividade e publicações. O capital intelectual pode ser entendido simplesmente como conhecimento passível de ser transformado em benefícios. A análise das possibilidades de se extrair o valor do capital intelectual de centros mexicanos de pesquisa e desenvolvimento é a principal motivação deste trabalho de pesquisa, que é baseado na hipótese de que a maioria de tais centros têm posto excessiva ênfase em atividades de geração de conhecimento, deixando de lado sua avaliação.
