Resumo: The article aims to develop and validate a scale for measuring political participation. Based on a systematic review, a measurement instrument was developed, as it was found that the measures used do not cover the different dimensions of the construct. The instrument was evaluated by ten experts and subsequently tested and validated using data from two different samples collected in Mozambique. Data from the first sample (n=440) were used to perform an Exploratory Factor Analysis. Using data from the second sample (n=551), a Confirmatory Factor Analysis (CFA) was performed and the scale was validated. The CFA confirmed the plausibility of five factors, namely, campaign activity, voting, contact, civic engagement and protest, while showing excellent fit indices. The scale was validated by verifying convergent validity, discriminant validity and reliability analysis. The measurement model developed and validated consists of 27 indicators of political participation that can be used in any geographic context. Recommendations were made for using the scale in future studies on citizen political engagement. Keywords: Scale. Political engagement. Political participation. Measurement model.
