SUBSIDIARIES INVOLVEMENT IN TECHNOLOGICAL DEVELOPMENT OF TELECOMMUNICATION INDUSTRY: RESULTS FROM S&T INDICATORS

Resumo: This paper aims to analyse and measure the results related to the participation of Brazilian subsidiaries of foreign telecommunication suppliers in the Global Product Development processes of these companies. Considering this main goal, it is presented a quantitative analysis on the involvement in technological development by subsidiaries of transnational telecommunication equipment suppliers, especially the Brazilian units, using two indicators of science and technology: patents and bibliometric data. Similar data were also collected for other developing countries that directly compete with Brazil in the telecommunication sector. For patents, it was considered international and national databases by analysing patents issued by companies. The North-American USPTO (United States Patent and Trademark Office) was used mainly to analyse participation of Brazilian inventors in patents applied internationally. And, of course, for national analysis it was used data from the Brazilian institute of intellectual property (INPI - Instituto Nacional de Propriedade Intelectual). Bibliometric data searches were made from SCI (Science Citation Index), a North-American database edited by ISI (Institute for Scientific Information), which includes different knowledge areas. This combination between patents and bibliometric data intends to widely cover R&D activities, once patents are concerned with applying research and experimental development (for later production and commercialisation of products), and scientific publications are usually related to basic or applied research. The examination of these data was enriched with information from previous qualitative researches, which evidenced some public policies to stimulate local technological activities in the companies studied. However, it is possible to conclude from the quantitative results that the involvement of Brazilian subsidiaries is inferior when compared to the involvement of other analysed developing countries. The situation is worse when the results of these countries are compared to those of developed countries.

Este trabajo propone el análisis y mensuración de los resultados relacionados a la participación de subsidiarias brasileñas de suplidores de telecomunicación en los procesos de Desarrollo de Producto Global de estas empresas. Considerándose este objetivo principal, se presenta un análisis cuantitativo del envolvimiento de subsidiarias de suplidores transnacionales de equipos de telecomunicaciones, en particular las unidades brasileñas, utilizando dos indicadores de ciencia y tecnología: patentes y datos bibliométricos. Una evaluación de datos similares también se hizo para otros países en desarrollo que compiten directamente con el Brasil en el sector de telecomunicaciones. En relación a las patentes, se consideran bancos de datos internacionales y nacionales, analizando patentes emitidas por empresas. El North-American USPTO (United States Patent and Trademark Office) fue especialmente usado para analizar la participación de inventores brasileños en patentes aplicadas internacionalmente. Y, por supuesto, datos del Instituto Nacional de Propiedad Intelectual (INPI), en Brasil, fueron usados para análisis a nivel internacional. Investigaciones de datos bibliométricos se hicieron desde el SCI (Science Citation Index), un banco de datos norteamericano editado por el ISI (Institute for Scientific Information), que incluye distintas áreas de conocimiento. Esta combinación entre patentes y datos bibliométricos pretende abarcar actividades de P&D, puesto que patentes tienen relación con investigación aplicada y desarrollo experimental (para posterior producción y comercialización de productos), y publicaciones científicas son generalmente ligadas a investigación básica o aplicada. El examen de estos datos fue enriquecido con informaciones de investigaciones cualitativas previas, evidenciando algunas políticas públicas para estimular actividades tecnológicas locales en las compañías estudiadas. Sin embargo, es posible concluir de los resultados cuantitativos que el envolvimiento de subsidiarias brasileñas es inferior si comparado con el desarrollo de otros países en desarrollo analizados. La situación se agrava cuando los resultados de estos países son comparados a los de países desarrollados. Este trabalho propõe a análise e mensuração dos resultados relacionados à participação de subsidiárias brasileiras de fornecedores estrangeiros de telecomunicação nos processos de Desenvolvimento de Produto Global destas empresas. Tendo em vista este objetivo principal, é apresentada uma análise quantitativa do envolvimento de subsidiárias de fornecedores transnacionais de equipamentos de telecomunicações, em particular as unidades brasileiras, utilizando dois indicadores de ciência e tecnologia: patentes e dados bibliométricos. Um levantamento de dados similar também foi feito para outros países em desenvolvimento que competem diretamente com o Brasil no setor de telecomunicações. Em relação às patentes, consideram-se bancos de dados internacionais e nacionais, analisando patentes emitidas por empresas. O North-American USPTO (United States Patent and Trademark Office) foi especialmente usado para analisar a participação de inventores brasileiros em patentes aplicadas internacionalmente. E, logicamente, dados do Instituto Nacional de Propriedade Intelectual (INPI), no Brasil, foram usados para análise a nível nacional. Pesquisas de dados bibliométricos foram feitas a partir do SCI (Science Citation Index), um banco de dados norte-americano editado pelo ISI (Institute for Scientific Information), que inclui diferentes áreas de conhecimento. Esta combinação entre patentes e dados bibliométricos pretende englobar atividades de P&D, uma vez que patentes têm relação com pesquisa aplicada e desenvolvimento experimental (para posterior produção e comercialização de produtos), e publicações científicas são geralmente ligadas a pesquisa básica ou aplicada. O exame destes dados foi enriquecido com informações de pesquisas qualitativas prévias, evidenciando algumas políticas públicas para estimular atividades tecnológicas locais nas companhias estudadas. No entanto, é possível concluir dos resultados quantitativos que o envolvimento de subsidiárias brasileiras é inferior se comparado com o desenvolvimento de outros países em desenvolvimento analisados. A situação se agrava quando os resultados destes países são comparados com os de países desenvolvidos.
