Resumo: This article is a study about the process of fight and organization for health, developed in Aratiba country in RS/Brasil, on a period between 1985 and 1993. For this we tried to articulate theoretical discussion and empirical data, reflecting about the State as a conflictive space, about the dominant ideology and the counter – ideology mechanisms (reproduced by the social movement), the education spaces originated in the interior of the social movement and the possibilities of citizenship construction resulting from social participation.

Para esto se tento articular la discusión teoríca y las informaciones empíricas. Fuerón realisadas profundas reflexiones sobrem el Estado (referente al espacio del conflicto), sobre la custión de la ideologia dominate y los medios de la contraideologia reproducidos o recreados por el movimiento, sobre el espacio de la formación generados em el movimientosocial y sobre la posibilidad de construcción de la ciudadania atraves de la participación social.O presente trabalho consiste em um estudo acerca do processo de organização e luta pela saúde desenvolvido nomunicípio de Aratiba (RS), enfocando o período de 1985 a 1993.
