ELECTORAL AGENDA AND PUBLIC MANAGEMENT: AN ECONOMETRIC ANALYSIS OF MUNICIPAL EXPENDITURES IN THE STATE OF RIO DE JANEIRO DURING 1998-2006

Resumo: The paper develops and tests a model of political cycles for municipal management as related to electoral agenda during 1998-2006. Panel data on forty municipal units in the state of Rio de Janeiro are used to estimate several equations depicting specific municipal effects. Results have been submitted to an econometric test that is needed in cases where some data may be missing. Findings indicate that the electoral agenda exerts a significant impact upon mayors’ behavior. In some cases the mayor’s party affiliation has impacted upon municipal expenditures. The main conclusion points out that a significant effect of party coincidence may be seen as a sort of “fiscal adjustment agreement” among government levels.

O objetivo deste estudo é estimar o efeito de variáveis contábeis, político-partidárias e eleitorais sobre o comportamento dos prefeitos de acordo com o expresso nas contas municipais. Com base na revisão de literatura, constroem-se e estimam-se diversas equações para uma amostra em painel para o período de 1998 a 2006, composta por 40 municípios fluminenses. Depois de um teste econométrico, necessário em casos em que haja ausência de dados, os resultados indicam que o calendário eleitoral exerce influência significativa sobre o comportamento dos prefeitos. Em alguns casos, o partido do prefeito também afeta os gastos municipais.
