Resumo: There is consensus about the Fed's failure to have taken more incisive measures during the Great Depression in USA. In the following decades, monetary policy and institutions have evolved in a different way: nowadays central banks have a more active role in the conduction of economic policy such that the choice of a passive stance during periods of economic crises would not be accepted unquestionably by modern societies. Nevertheless, in spite of the various transformations that took place in the working of central banks, the decisions made by the policymakers have not yet become immune to the so-called "irrational exuberance" of the financial markets.
