Resumo: Learning processes and their influence on the innovative capacities of a region or country are not linear and immediate (ERBES; SUÁREZ, 2020). In addition, the convergence between the micro and macro levels is also relevant to understanding the issue (AROCENA; GÖRANSSON; SUTZ, 2018). This paper discusses the fragmentation of the learning process in the context of the Brazilian regions between 2012 and 2021. In addition to the theoretical review, this article carries out an exploratory analysis of sectoral absorption based on the qualification levels of individuals, using quarterly data from the Continuous National Household Sample Survey (PNADC). The analysis includes descriptive statistics and a multivariate econometric analysis (multinomial logit), which aimed to estimate labor absorption in groups of economic activities. Both analyses corroborate the argument that learning is fragmented, since highly qualified individuals are absorbed in sectors with low technological intensity, which is the result of a less complex production structure. In addition, the data highlights the socio-spatial heterogeneity of economic activities, including the growing participation of the service sector in all regions. Os processos de aprendizado e sua influência sobre as capacidades inovativas de uma região ou país não são lineares e imediatos (ERBES; SUÁREZ, 2020). Além disto, a convergência entre os níveis micro e macro também são relevantes na compreensão da temática (AROCENA; GÖRANSSON; SUTZ, 2018). Este trabalho discuste a fragmentação do processo de aprendizado no contexto das regiões brasileiras entre 2012 a 2021. Além da revisão teórica, este artigo realiza uma análise exploratória da absorção setorial baseada nos níveis de qualificação dos indivíduos, usando dados trimestrais da Pesquisa Nacional por Amostra de Domicílios Contínua (PNADC). A análise inclui estatística descritiva e uma análise econométrica multivariada (logit multinomial), a qual teve por objetivo estimar a absorção da mão de obra em grupos de atividades econômicas. Ambas as análises corroboram o argumento de que o processo de aprendizado é fragmentado, visto que os indivíduos altamente qualificados são absorvidos em setores de baixa intensidade tecnológica, o que é resultado de uma estrutura produtiva pouco complexa. Além disso, os dados destacam a heterogeneidade socioespacial das atividades econômicas, incluindo a crescente participação do setor de serviços em todas as regiões.
