ECONOMIC EFFECTS OF THE INVESTMENTS FROM BRAZILIAN AIRPORT CONCESSIONS

Resumo: | The main aim of this paper is to analyze the economic effects of investmentsscheduled by the airport concessions between 2012 and 2014, as disclosed bythe Brazil’s National Civil Aviation Fund (FNAC). To accomplish this task, we simulateinvestment shocks from an input-output model for 2008, whose simulation exercise hasinformation from the Civil Aviation Secretariat. The main findings revealed that thevolume of investments coming from airport concessions can generate an increase ofR$ 11.3 billion on the Brazilian GDP, as well as create 282 thousand direct and indirectoccupations and promote 0.68% growth in tax revenue from the public budget overthese 30 years. On the other hand, the sectoral projections indicate positive effects onthe output and employment of the trade sector. These results achieved can contribute to the debate in course on transport concessions policies by signaling the intensities and directions of the effects transmitted on the Brazilian production system. |

O exercício de simulação das inversõesprevistas pelas concessões aeroportuárias em um horizonte de até 30 anos é realizadoa partir de uma matriz de insumo-produto para ano de 2008 e conta com as informaçõesda Secretaria de Aviação Civil. Os principais resultados alcançados projetamum provável aumento de R$ 11,3 bilhões no PIB brasileiro, a possível criação de 282mil ocupações diretas e indiretas no país e um acréscimo de 0,68% na arrecadação totalda administração pública ao longo dos 30 anos. Por outro lado, as projeções setoriaisdessas inversões indicam efeitos positivos sobre a atividade do setor de comércio, tantoem termos de produção quanto de emprego.
