Resumo: The financing constitutional funds work together with the Brazilian productive sector, through differentiated interest rates, contributing to minimize credit asymmetry, concentrating financial resources in the developed regions. The general objective of this work is to evaluate this policy, focusing on the Northeast region, regarding product variation, price level and population welfare. We used the Computable General Equilibrium model, subsidized by the Input-Output Matrix of the Northeast, simulating the economy in the absence of such a policy through the construction of two alternative scenarios. The results suggest that the absence of FNE induces a greater concentration of resources in more prosperous regions, accentuating inequality and income asymmetry.

Os fundos constitucionais de financiamento atuam junto ao setor produtivo brasileiro por meio de taxas de juros diferenciadas, contribuindo para minimizar a assimetria na distribuição de crédito, que concentra recursos financeiros nas regiões mais desenvolvidas. O objetivo geral deste trabalho é avaliar tal política, com foco no Fundo Constitucional de Financiamento do Nordeste (FNE), no que tange à variação do produto, nível de preço e bem-estar da população. Para isso, utiliza-se o modelo de equilíbrio geral computável, subsidiado pela matriz de insumo-produto do Nordeste, simulando-se a economia na ausência de tal política por meio da construção de dois cenários alternativos. Os resultados apontam para uma redução na atividade econômica na região Nordeste, mesmo comportamento para a remuneração dos fatores primários de produção, migração para atividades que exigem menor risco e consequente queda no nível de bem-estar.
