This paper discusses the emergence of a knowledge-based economy, presents available data, and introduces an evaluation of the Brazilian case. The emergence of a knowledge-based economy is has as preconditions the existence of a mature innovation system and the formation of a information infrastructure. The infoimation infrastructure is based upon the pervasive use of information and communication technologies. For developing countries (countries with immature systems of innovation), the emergence of a knowledge-based economy presents challenges and opportunities. On the one hand, there is a widening of the technological gap vis-à-vis the developed countries. On the other hand, the paradigm shift opens "windows of opportunity" for developing countries.
