Democratic innovations from the perspective of its participants. An approach to perceived social adjustment

Resumo: he article collects criticisms of the participatory institutionality of different latitudes, recognizing relevant dimensions; then from the perspective of the participants, it establishes whether they are associated with the experiences implemented in Córdoba (Argentina). We analyze the assessment of actors involved in participatory processes around cultural policies and in participation bodies. Based on the evidence produced by surveys, interviews, and analysis of documents, we conclude that the Cordoba experiences of citizen participation record indicators of social imbalance; which weakens the acceptance of the institutions associated with a participatory conception of local democracy. These results may correspond to an interpretation of the political context as unchanging despite institutional openness and innovation. In the field of cultural policies, social imbalance is partial given the perception that these processes reinforce self-determination, resulting in greater institutional acceptance. However, democratization in cultural policy decision-making was unevenly distributed.

Analizamos la percepción de actores intervinientes en órganos de participación y procesos participativos en torno a políticas culturales. En base a encuestas, entrevistas y análisis de documentos concluímos que las experiencias cordobesas de participación ciudadana registran indicadores de desajuste social, debilitando la aceptación institucional. Estos resultados pueden corresponderse con una interpretación del contexto político como no cambiante a pesar de la innovación institucional. En el campo de las políticas culturales, el desajuste social es parcial dada la percepción de que esos procesos refuerzan la autodeterminación y la justicia, redundando en una mayor aceptación institucional. Sin embargo, la democratización en la toma de decisiones de políticas culturales resultó desigualmente distribuida.O artigo recolhe críticas ao quadro institucional participativo de diferentes latitudes, reconhecendo dimensões relevantes e, a seguir, estabelecendo, na perspectiva dos participantes, se estão associadas às experiências implementadas em Córdoba (Argentina). Analisamos a avaliação dos atores envolvidos nos processos participativos em torno das políticas culturais e nos órgãos de participação. Com base em evidências produzidas por meio de pesquisas, entrevistas e análises de documentos, concluímos que as experiências de Córdoba de participação cidadã registram indicadores de desequilíbrio social, fragilizando a aceitação da institucionalidade associada a uma concepção participativa de democracia local. Esses resultados podem corresponder a uma interpretação do contexto político como imutável, apesar da abertura institucional e da inovação. No campo das políticas culturais, o desequilíbrio social é parcial, dada a percepção de que esses processos reforçam a autodeterminação e a justiça, resultando em uma maior aceitação institucional.
