Economic thought in the doctrine of political action of the Brazilian armed forces

Resumo: | This article aims to analyze changes and continuities in the post-1988 Brazilian military economic thinking, especially regarding key issues for politics, such as the role of the State, the market and society in national economic activities. For this, a longitudinal analysis of the "Basic Manual" of the Escola Superior de Guerra (ESG) was carried out, according to editions published in the Geisel (1975), Figueiredo (1983), Sarney (1988), FHC (1996, 2002), Lula ( 2006, 2009) and Dilma (2014). Adopting the model of structuring the belief system of political elites, categories were created according to the ontological, political and instrumental nuclei. In the results, it can be affirmed that the economic thinking of the ESG doctrine maintained adherence to neoliberalism, with regulatory interference of the State in the economy with the functions of regulation and administration. The market and the private company continue to be the main centers of production, circulation and distribution of the economic system. As significant changes, it was possible to observe the suppression of hypotheses of State intervention in production, admitted only for reasons of security or private lack of interest in strategic areas. Likewise, the promotion of social justice and the elimination of social and regional inequalities disappear as functions of the economic expression of national power. |

Para ello, se realizó un análisis longitudinal del “Manual Básico” de la Escola Superior de Guerra (ESG), según ediciones publicadas en Geisel (1975), Figueiredo (1983), Sarney (1988), FHC (1996, 2002), Lula (2006, 2009) y Dilma (2014). Adoptando el modelo de estructuración del sistema de creencias de las élites políticas, se crearon categorías según los núcleos ontológicos, políticos e instrumentales. En los resultados se puede afirmar que el pensamiento económico de la doctrina ESG mantuvo la adhesión al neoliberalismo, con injerencia regulatoria del Estado en la economía con funciones de regulación y administración. El mercado y la empresa privada siguen siendo los principales centros de producción, circulación y distribución del sistema económico. Como cambios significativos, se pudo observar la supresión de las hipótesis de intervención del Estado en la producción, admitidas sólo por razones de seguridad o desinterés privado en áreas estratégicas. Asimismo, la promoción de la justicia social y la eliminación de las desigualdades sociales y regionales desaparecen como funciones de la expresión económica del poder nacional.O presente artigo objetiva analisar mudanças e permanências no pensamento econômico dos militares brasileiros pós-1988, especialmente a respeito de questões chaves para a política, como o papel do Estado, do mercado e da sociedade nas atividades econômicas nacionais. Para isso, foi realizada análise longitudinal do “Manual Básico” da Escola Superior de Guerra (ESG), conforme edições publicadas nos governos Geisel (1975), Figueiredo (1983), Sarney (1988), FHC (1996, 2002), Lula (2006, 2009) e Dilma (2014). Adotando o modelo de estruturação do sistema de crenças de elites políticas, categorias foram criadas conforme os núcleos ontológico, político e instrumental. Nos resultados, pode se afirmar que o pensamento econômico da doutrina da ESG manteve aderência ao neoliberalismo, com interferência reguladora do Estado na economia com as funções de normatização e administração. O mercado e a empresa privada seguem como os principais centros de produção, circulação e repartição do sistema econômico. Como mudanças significativas, pôde-se constatar a supressão de hipóteses de intervenção do Estado na produção, admitidas apenas por razões de segurança ou desinteresse privado em áreas estratégicas.
