The Senate facing the proposals of the Chamber of Deputies in Brazilian bicameralism

Resumo: | Brazilian bicameral system is considered strong once combines incongruence with symmetry. Some degree of disagreement between the chambers is expected because of this, reinforcing the mutual control role of the system. A project must process by both houses to be approved. So, the system of conflict resolution in Brazil is strongly symmetrical: both chambers can initiate a project and have to be favorable for one of them to be approved. When the camera has partial disagreement with the project of the original camera (amendment or replacement), the final word fits the original camera. This article seeks to evaluate the role of the reviewer of the Senate, noting the destination and time in review of the projects initiated by the deputies who entered the Senate between 1999 and 2014. From these data it is possible to observe the Senators' strategy against the deputies in the legislative process, seeing the retention of projects that take place in this chamber. |

Así, se espera algún grado de desacuerdo entre las cámaras, reforzando el papel de control mutuo del sistema. Un proyecto debe tramitar por ambas casas para ser aprobado. De esta forma, el sistema de resolución de conflictos en Brasil es fuertemente simétrico: ambas cámaras pueden iniciar un proyecto y tienen que ser favorables para que uno de ellos sea aprobado. Cuando la cámara revisor presenta desacuerdo parcial con el proyecto de la cámara de origen (enmienda o sustitutivo), la palabra final sobre el mismo corresponde a la cámara de origen. Este artículo busca evaluar el papel de revisor del Senado, observando cuál es el destino y el tiempo de tramitación en revisión de los proyectos iniciados por los diputados que entraron en el Senado entre los años 1999-2014. A partir de esos datos, es posible observar la estrategia de los Senadores frente a los diputados en el proceso legislativo, observando la retención de proyectos que ocurre en esa cámara.O Brasil adota um sistema bicameral considerado forte, isto é, conjuga incongruência com simetria. Assim, é esperado algum grau de desacordo entre as câmaras, reforçando o papel de controle mútuo do sistema. Um projeto deve tramitar por ambas as casas para ser aprovado. Dessa forma, o sistema de resolução de conflitos no Brasil é fortemente simétrico: ambas as câmaras podem iniciar um projeto e têm que ser favoráveis para que um ele seja aprovado. Quando a câmara revisora apresenta desacordo parcial com o projeto da câmara de origem (emenda ou substitutivo), a palavra final sobre o mesmo cabe a câmara de origem. Esse artigo busca avaliar o papel de revisor do Senado, observando qual o destino e o tempo de tramitação em revisão dos projetos iniciados pelos deputados que entraram no Senado entre os anos de 1999-2014.
