Why do we still speak of clientelism in Brazil?

Resumo: Unlike coronelism, which lost strength with the advance of the mechanisms of control over the electoral process, or of "mandonismo", which became rare with the affirmation of the political and civil rights in the country, clientelism remained alive throughout the history of the Brazilian democracy. Over time, the actors changed, its presence decreased in certain periods, increased in others, but the exchange of goods of any nature for the voter's vote never ceased to exist. This study is committed to discovering the profile of the voter preferred by the candidates to offer clientelism between the years 2000 and 2010 in Brazil. It uses quantitative methodology and techniques of descriptive statistics and of the relative risk for the analysis. The main results obtained make some of the premises of Political Science and of common sense about this practice, which is so common to Brazilian politics, fall apart.

Con el tiempo, los actores cambiaron, su presencia disminuyó en ciertos períodos, aumentó en otros, pero el intercambio de bienes de cualquier naturaleza por el voto del votante nunca dejó de existir. Este estudio se compromete a conocer el perfil del votante preferido por los candidatos para ofrecer clientelismo entre los años 2000 y 2010 en Brasil. Utiliza metodología cuantitativa y técnicas de estadística descriptiva y del riesgo relativo para el análisis. Los principales resultados obtenidos hacen que se desmoronen algunas de las premisas de la Ciencia Política y del sentido común sobre esta práctica, tan común en la política brasileña.Diferentemente do coronelismo, que perdeu força com o avanço dos mecanismos de controle sobre o processo eleitoral, ou do mandonismo, que rareou com a afirmação dos direitos políticos e civis no país, o clientelismo se manteve vivo por toda a história da democracia brasileira. Com o passar do tempo, mudaram os atores, sua presença diminuiu em determinados períodos, aumentou em outros, mas a troca de bens de qualquer natureza pelo voto do eleitor nunca deixou de existir. Este estudo assume o compromisso de descobrir o perfil do eleitor preferido pelos candidatos para ofertar o clientelismo entre os anos de 2000 e 2010 no Brasil. Se vale da metodologia quantitativa e das técnicas da estatística descritiva e do risco relativo para sua análise.
