Mixed electoral system or pure district voting

This article aims to compare the mixed, majority and proportional electoral system, originally proposed by the Ministry of Justice commission, and the bill sent to the national congress by President João Figueiredo. The project presented by the President of the Republic received profound changes, at the suggestion of PDS political leaders. The bill on mixed district voting, presented by Minister Ibrahim Abi-Ackel, reveals, when superficially examined, a multi-member district nature disguised as proportional. The main criticisms refer to the possibility of a decrease in the participation of party members, an increase in the possibility of party corruption and the denial of the premise of proportional representation at the state level. The proposal results in the municipalization of the election, without significantly differentiating from the pure district majority system. The project would transform the election into a dispute between two candidates per party, maintaining the binding of votes and not changing the district nature of the process from nomination to filling seats. Therefore, it can be said that Minister Abi-Ackel's project compromises proportional representation and favors distortions in the electoral system.
