Resumo: This paper analyzes the political process that led the changes in the Law on Access to Public Information that allowed the opening of archives of the period of exception and, consequently, served to make feasible the work of the National Truth Comission (CNV). The analysis, based on the memory and oblivion binomial, brings the clashes to this topic in the National Congress after the Constitution of 1988 until 2011, when were created the CNV and the last amendment of the Law on Access to Information. The theoretical methodological reference used was the advocacy coalition framework.

A análise, realizada a partir do binômio memória vs esquecimento, traz os embates travados sobre esse tema no Congresso Nacional pós-Constituição de 1988 até o ano de 2011, momento de criação da CNV e da edição da última alteração da Lei de Acesso à Informação.
