Path dependency and the construction of citizenship in West Africa: : the Cape Verdean case

Resumo: This article analyzes the social trajectory and the construction of citizenship in West Africa, with particular focus on the Cape Verdean reality, considered peculiar when compared to the other realities of its West African (sub)region. The main argument defended is that the construction of citizenship in Cape Verde follows, in its different founding moments, a top-down orientation perpetrated by the State, deviating from the liberal tradition widely spread in the central countries, that states that the construction of citizenship developed from bottom-up mobilization strategies. The results of this article are inserted in this argumentative line and point out to a social trajectory in which the citizenship resulted from State intervention. That is, it was created by the State through the implementation of diverse social mechanisms, aiming at constituting a field of action convergent with the structures of political and electoral opportunities in the county. Path Dependence.Este artículo analiza la trayectoria social y la construcción de ciudadanía en África Occidental con especial atención a la realidad caboverdiana considerada peculiar en comparación con otras realidades de su (sub)región de África Occidental. En este sentido, el marco teórico del texto parte del enfoque del neoinstitucionalismo histórico de la Ciencia Política en el que considera que los acontecimientos notables con un horizonte temporal prolongado tienen un efecto de largo plazo en la configuración social y, a su vez, en la construcción y consolidación de la ciudadanía. El principal argumento defendido es que la trayectoria social y las estrategias de construcción de ciudadanía en Cabo Verde siguen, en sus diferentes momentos fundacionales, una orientación top-down o top-down perpetrada por el Estado, desviándose así de la tradición liberal ampliamente difundida en los países puntos centrales que la construcción de ciudadanía se habría desarrollado a partir de estrategias de movilización de abajo hacia arriba o “bottom-up”. Los resultados del artículo se enmarcan en esta línea de argumentación y apuntan a una trayectoria social en la que la ciudadanía era el resultado de la intervención estatal, es decir, creada por el Estado a través de la implementación de diversos mecanismos sociales tendientes a constituir un campo de acción convergente. con las Estructuras de Oportunidades Políticas y Electorales de los grupos hegemónicos presentes en el sistema político caboverdiano desde 1975 hasta la actualidad.Este artigo analisa a trajetória social e a construção da cidadania na África Ocidental com particular enfoque para a realidade cabo-verdiana, considerada como peculiar quando comparada com outras realidades da sua (sub)região oeste africana. O principal argumento defendido é de que a construção da cidadania em Cabo Verde segue, em seus diferentes momentos fundadores, uma orientação top down perpetrada pelo Estado, desviando-se, assim, da tradição liberal amplamente divulgada nos países centrais de que a construção da cidadania teria sido desenvolvida a partir das estratégias de mobilização bottom up. Os resultados do artigo inserem-se nessa linha argumentativa e apontam para uma trajetória social em que a cidadania terá sido resultado da intervenção estatal, ou seja, criada pelo Estado através da implantação de diversos mecanismos sociais visando a constituição de um campo de atuação convergente com as estruturas de oportunidades políticas e eleitorais existentes no país.
