Resumo: This work aims to analyze the dynamics of funding and enrollment of Vocational Education (VE) in the “S” Vocational Education and Training System between 2006 and 2013, in order to grasp quantitative trends from the implementation of the National Program for Access to Technical Education and Employment - Pronatec. The methodology consisted of a literature review and documental analysis of laws, decrees, ordinances, regulations and reports of official bodies. The study indicated a trend towards the growth of VE institutions belonging to the “S” system by selling courses to the government in almost all professional training basic level. The analyzed data showed that the expansion of EP supply in these institutions, especially in Senai, occurs by means of transfers of public funds through Pronatec. At the same time, it was found that the vocational training courses, linked to High School, predominate in the Federal Network, which captures a minimal amount of program resources.

At the same time, it was found that the vocational training courses, linked to High School, predominate in the Federal Network, which captures a minimal amount of program resources.Este trabalho tem por objetivo analisar a dinâmica do financiamento e das ofertas de Educação Profissional no Sistema S entre os anos de 2006 e 2013, de modo a apreender tendências quantitativas a partir da implementação do Programa Nacional de Acesso ao Ensino Técnico e Emprego – Pronatec. A metodologia consistiu de levantamento bibliográfico e análise documental de leis, decretos, portarias, regulamentos e relatórios de órgãos oficiais. O estudo indicou a tendência de fortalecimento do atendimento no campo da Educação Profissional (EP) das Instituições do Sistema S, mediante a venda de cursos ao governo, em sua quase totalidade de treinamento profissional de nível básico. Os dados analisados evidenciaram que a expansão da oferta de EP nestas instituições, sobretudo no Senai, ocorre mediante as transferências de recursos públicos via Bolsa Formação do Pronatec.
