Resumo: The article analyzes the foreign policy of the Dilma governments and the political crisis of neo-developmentalism. It uses the theoretical framework of the Marxist Nicos Poulantzas, especially the idea of internal bourgeoisie. It carries out an empirical research of analysis of position documents of business associations, especially Fiesp, CNI and CNA. Unlike part of the bibliography that points criticism to the profile of the mandatary, if compared to the Lula government, it is argued that there was a decrease in the protagonism of the Brazilian state in the international political scene and the economic results were lower, but they resulted from the change in international politics and the domestic political crisis, and not from the foreign policy strategy. The documents analysed show that from 2013 the Brazilian domestic bourgeoisie broke with the neo-developmentalist front that supported the PT governments and allied with the orthodox neoliberal front, criticising foreign policy and defending a change in Brazil's international insertion. This was due to pressure from opposition sectors and the effects of the international crisis on the Brazilian economy.

Utiliza o arcabouço teórico do marxista Nicos Poulantzas, especialmente a ideia de burguesia interna. Realiza uma pesquisa empírica de análise dos documentos de posição das associações empresariais, especialmente, da Fiesp, CNI e CNA. Diferentemente de parte da bibliografia que aponta críticas ao perfil da mandatária, se comparado ao governo Lula, defende-se que a diminuição do protagonismo do Estado brasileiro na cena política internacional e os resultados econômicos mais baixos decorreram da crise financeira nos EUA em 2008, das mudanças na política internacional com a ascensão da China e o acirramento do conflito entre EUA e China, e a crise política doméstica. Não foi uma alteração da estratégia da política externa da mandatária em relação ao seu antecessor.
