CELAC and Pacific Alliance in the diversification of Mexican economic internacional relations (2009-2019)

Resumo: The article analyzes the motivations for Mexico's participation in the Community of Latin American and Caribbean States (CELAC) and in the Pacific Alliance, as well as the disappointing results in terms of diversification of the origin and destination of the country's foreign trade in the years 2009-2019. The cut in the period 2009-2019 is justified by the emphasis on relations with Latin America in the administration of Felipe Calderón (2006-2012) and by the results of his initiatives throughout the years that followed. The initiatives were expected to take advantage of relations with Latin Ame-rican and Caribbean countries to establish a counterweight to the historical role of the United States. It is concluded that trade diversification appears as a rhetorical argument as soon as Mexican gover-nment does not have strategies or concrete plans to achieve it, possibly due to meeting the objectives of legitimization of internal politics. The methodology of the work was based on the analysis of do-cuments and official statistics of Mexico and literature review.

Para eso, analisa los resultados de la participación mexicana en la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) y en la Alianza del Pacífico (AP) en términos de diversificación del origen y destino de sus exportaciones e importaciones entre los años 2009-2019. A partir del análisis de documentos y estadísticas oficiales de México y de la revisión de literatura, debatimos la hipótesis de que la participación de México en estas iniciativas no resultó en diversificación del comercio exterior hacia América Latina y el Caribe pues el comercio intrarregional disminuyó en el período. Los datos muestran que la región se volvió menos representativa en el comercio exterior de México, que se mantuvo concentrado en Estados Unidos. Se concluye que la participación de México en estas dos iniciativas comprueba que la diversificación comercial no es posible con iniciativas amplias y generales.
