Resumo: | Since the Cuban Revoluion of 1959, Cuba has been ruled by a political system based on socialist principles. That has carachterized the way the State develop its public policies inside and outside its’ fronteers providing public goods for Cubans and also designing a Cuban foreign policy focused in partnerships with countries and peoples from the Global South and in areas of public interest that amounts to collective welfare. This papper discuss how a socialist regime can realize South-South Cooperation, especially the one dedicated to public health services: the so-called Cuban “White Army” around the world and also the Latin American Medical School (ELAM). |

Isso tem caracterizado a atuação do Estado tanto no plano interno, por meio da promoção dos bens públicos, quanto no plano externo, por meio de parcerias de cooperação internacional com destaque para a prioridade aos países e povos do Sul global e a temas de interesse público.
