The UN and the Military Diplomacy: the influence of the national agendas in the United Nations Mission in South Sudan (UNMISS)

Resumo: Military diplomacy is one of the instruments for implementing national agendas in conflict scenarios. The participation of a country in a peaceoperation is linked to its national interests, direct or indirect, and can impact their effectiveness. This is qualitative research, supported by the UNMISScase study, using the technique of unstructured observation made by one of the authors in 2015/2016 and document analysis. It studies how militarydiplomacy serves as a tool in the relationship between national agendas and Peace Operations under the aegis of the UN. Specifically, we question howthe national interest of countries contributing to peace missions influence their effectiveness. In the end, as conclusions, it presents ways to reduceand/or mitigate these effects in the UN system, rethinking this activity to improve multilateralism, understanding the role of transnational alliances inmitigating these various national agendas within the scope of the mission.

Trata-se de pesquisa qualitativa, apoiada no estudo de caso da UNMISS, com utilização da técnica de observação não estruturada feita por um dos autores em 2015/2016 e de análise documental. Estuda como a diplomacia militar serve de ferramenta na relação entre as agendas nacionais e as Operações de Paz sob a égide da ONU. Especificamente, questionamos como o interesse nacional dos países contribuintes das missões de paz influenciam em sua eficácia.
