Resumo: Departing from the premise of regional integration as a state policy and based on a bibliographic and documentary analysis, the objective of this paper is to identify and analyze conflicting interests in the field of the legal-political structure of the Brazilian state with relation to the formulation of the integration policy for Mercosur, in the 2003-2010 period. In this way, the article is divided in two parts. In the first section, a theoretical approach is constructed to think about regional integration as a state policy, arguing about the importance of including domestic variables in the study of regional integration. In the second section, we start with a critical interpretation of the configuration of the Brazilian state in the period studied, and then identify and analyze the interests surrounding regional integration, with a discussion focusing on the institutional spheres of the state apparatus competent enough to influence in the formulation of this policy. We conclude by restating the negotiated and conflictive character assumed in the process of decision-making by the Brazilian state.

De esta forma, el artículo se divide en dos partes. En la primera sección, se construye un abordaje teórico para pensar la integración regional como una política estatal, argumentando acerca de la importancia de incluir las variables domésticas en el estudio de la integración regional. En la segunda sección, se parte de una interpretación crítica de la configuración del estado brasileño en el período estudiado, para luego identificar y analizar los intereses en torno de la integración regional, circunscribiendo la discusión a las esferas institucionales del aparato estatal con competencia para incidir en la formulación de tal política.
