Resumo: The article aims to review the provisions on the work of women made in the Regional Conferences convened by the International Labor Organization (ILO) in Santiago de Chile (1936) and Havana (1939) with special attention to the establishment proposals of maternity insurance. The detailed reading of the shorthand versions of what was discussed in both conferences and their preparatory reports allow us to characterize the “question of working women” as formulated in the second half of the 1930s in the region. The work traces the arguments that support its protection, the proposed policies and how the tensions that this protection entails for the defense of women’s legal equality are embodied in the text of the resolutions. It also registers the ILO regional conferences as part of a plot of ongoing discussions on the social question and, in particular, the claimsheld by feminist organizations within the Inter-American Commission of Women.

La lectura detallada de las versiones taquigráficas de lo tratado en ambas conferencias y sus informes preparatorios permiten caracterizar la “cuestión de la mujer trabajadora” tal como fuera formulada durante la segunda mitad de la década de 1930 en la región. El trabajo rastrea los argumentos que sostienen su protección, las políticas propuestas y cómo se plasman en el texto de las resoluciones las tensiones que esta protección conlleva para la defensa de igualdad jurídica de las mujeres.
