"Comércio volante" in Porto Alegre: actions, reactions, and possible negotiations (1897-1918)

Since the colonial era in Porto Alegre a series of activities related to the economy's third sector took place, always with ambulant characteristics inherent to this. From the 19th Century's last decades to the beginning of 20th Century these activities were classified by the official administration and considered, for tributes purposes, as part of city's budgetary projections as "Comércio Volante". Due to the need of transformation of urban environment in order to make it suitable to the capitalist framework, such activities were perceived as impediment and began to suffer impositions. Thus, in this article, we highlight the main issues that affected in distinct ways, the activities of "Comércio Volante" in the years from 1897 to 1918.
